SUBJECT:

 

Briefing and possible action on the recommended use of revenues from the San Antonio Housing Trust Facilities Corporation for the creation and preservation of affordable/workforce housing

 

 

SUMMARY:

 

This item includes a staff briefing to the Housing Commission on the use of revenues from the San Antonio Housing Trust Facilities Corporation related to the creation and preservation of affordable/workforce housing. The Housing Commission will consider an endorsement of how the funds should be allocated.

 

 

BACKGROUND INFORMATION:

 

On October 27, 2015, the Housing Commission to Protect and Preserve Dynamic and Diverse Neighborhoods established the Housing Funding Subcommittee in order to discuss relevant items on the Commission’s current Work Plan and to develop recommendations to bring back to the Commission for possible action. The Subcommittee includes the following seven members from the Housing Commission: Jennifer Gonzalez, Gil Piette, Debra Guerrero, Jackie Gorman, Rod Radle, Jim Bailey, and Jose Gonzalez II.

 

One of the items assigned to the Housing Funding Subcommittee is to identify ongoing sources of funds to be utilized by the entities including the San Antonio Housing Trust and nonprofit housing providers for the rehabilitation, preservation, and creation of affordable/workforce housing.

 

 

ISSUE:

 

During the April 12, 2017 meeting, the Housing Funding Subcommittee elected to carry forward a recommendation to the full Housing Commission for consideration, reaffirming its housing priorities to the City related to the allocation of approximately $3 million in San Antonio Housing Trust Facilities Corporation FY 2017 program income revenues by the San Antonio Housing Trust for housing-related activities.

 

The Subcommittee requests that the Housing Commission recommend the following language for consideration by the Mayor and City Council:

 

It is the position of the Housing Commission to Protect and Preserve Dynamic and Diverse Neighborhoods that the board of the San Antonio Housing Trust Finance Corporation allocate its revenues toward the following activities in support of the creation and preservation of affordable/workforce housing:

a.                     Gap financing for affordable housing construction;

b.                     Multifamily housing preservation; and,

c.                     Emergency home repair and accessibility improvements.

 

 

ALTERNATIVES:

 

The Housing Commission may elect to amend the language carried forward for consideration by the Housing Funding Subcommittee. Alternatively, the Commission may choose not to forward a recommendation to the Mayor and City Council.
