Lease Extension: Council District 3 Field Office at Brooks City Base
SUMMARY:
An ordinance approving the extension of an existing lease with Brooks Development Authority located in Council District 3 for 1,775 square feet of office space located at 3319 Sidney Brooks Drive for a term ending April 30, 2018 at the monthly rate of $468.00 to serve as that District's field office.
BACKGROUND INFORMATION:
Since 2005, the Council member serving District 3 has had a presence at Brooks City-Base. In November 2007 staff moved into the present building pursuant to Ordinance 2007-11-01-1155. This lease agreement was extended by City Council action on June 10, 2010 in accordance with Ordinance 2010-06-10-0519. District staff have reviewed their options and decided that the constituents of the District are well served by this field office and have requested that its use be extended.
This location provides office and meeting space for staff supporting the local Councilmember and serves as a resource for citizens in the community seeking assistance with matters affecting quality of life within the District.
ISSUE:
An ordinance approving the extension of an existing lease with Brooks Development Authority (BDA) located in Council District 3 for 1,775 square feet of office space located at 3319 Sidney Brooks Drive for a term ending April 30, 2018 at the monthly rate of $468.00 to serve as that District's field office.
Council District 3 staff has considered their options and are recommending that the existing lease be renewed. In negotiations with the BDA they have agreed to extend the lease for a term expiring April 30, 2018 and providing the City the option to terminate at anytime upon 30 days prior notice. The extension of this lease will provide sufficient office and meeting space for staff supporting the local Councilmember and serve as a resource for citizens in the community seeking assistance with matters affecting quality of life within the District.
ALTERNATIVES:
The City could seek other office space in the District, but there is no City owned building available for this use and the recommended option is at a below market rate so it is unlikely that a more favorable financial solution could be identified. Alternatively, the City could close this office and eliminate providing access to constituent services in the District, but this would run counter to the City's long standing practice of providing field offices within each district.

RECOMMENDATION:
Staff recommends approval of an extension to the existing lease agreement for 1,775 square feet of office space located at 3319 Sydney Brooks Drive for a term ending April 30, 2018 with Brooks Development Authority.
