SUBJECT:  Implementation Evaluation Services for Stand Up SA Violence Prevention

 

 

SUMMARY:

 

This ordinance authorizes an agreement with Health Resources in Action, Inc., to provide Metro Health implementation evaluation services for the Stand Up SA Violence Prevention Program for a period that will end on March 31, 2017 in an amount up to $75,000.00.

 

 

BACKGROUND INFORMATION:

 

 Submitted for Council consideration and action is an agreement with Health Resources in Action, Inc., to provide implementation evaluation services, to the City of San Antonio’s Metro Health District. Services shall be for implementation evaluation services.

 

The City issued a Request for Proposal (RFP) for “Implementation Evaluation Services” (RFP 6100008008) on September 9, 2016, with a submission deadline of October 18, 2016. Three proposal responses were received; and three responses were deemed responsive and eligible for evaluation committee review. 

 

The evaluation committee consisted of representatives from the San Antonio Metropolitan Health District and American Indians of Texas at the Spanish Colonial Missions. The Finance Department, Purchasing Division, facilitated by ensuring compliance with City procurement policies and procedures. The proposals were evaluated based on the firms’ qualifications, experience, service quality, previous performance, proposed plan and price schedule. Additional categories of consideration included references and financial qualifications.

 

The evaluation of each proposal response was based on a total of 100 points; 35 points allotted for experience, background, qualifications; 30 points allotted for proposed plan; and 15 points allotted for respondent’s price schedule. Twenty preference points were allotted for the Small Business Economic Development Advocacy (SBEDA) Program, ESBE Prime Contractor Program Affirmative Procurement Initiative and M/WBE Prime Contract Program. 

 

The evaluation committee met on October 26, 2016 to evaluate the three responsive proposals received. After committee review and discussion, individual technical scores were submitted and presented.  Once recommendation for award was agreed upon by the selection committee, the pricing scores and the SBEDA scores were revealed. Health Resources in Action, Inc. was recommended for award by the evaluation committee.

 

The initial term of the agreement shall begin upon Council approval of the agreement and end March 31, 2017.

 

 

ISSUE:

 

This ordinance will provide the City with one qualified contractor, Health Resources in Action, Inc., to provide implementation evaluation services for the Stand UP SA Violence Prevention program. The Stand UP SA Violence Prevention Program is required to undergo a programmatic evaluation by an independent examiner as a requirement of the grantor. The Health Department sought proposals via formal solicitation, RFP, from qualified organizations for the purpose of conducting an implementation evaluation for the Stand Up SA Violence Prevention Project. The implementation evaluation will seek to measure the program’s impacts and fidelity to evidence-based research.  The Stand Up SA Violence Prevention Program is designed to prevent violence by treating the issue based on the Cure Violence model. The Cure Violence model is an evidenced-based public health approach to reduce and prevent violence in our streets.  It focuses on interrupting transmission, changing behaviors and community norms and engages neighborhoods regarding individuals and youth at high risk of perpetrating violence. The Cure Violence model incorporates community focused organizing strategies at community levels and uses case management, mentoring and conflict resolution to change behavior on an individual level to prevent community violence. 

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee applied the Emerging Small Business Enterprise and Minority/ Women-Owned Business Enterprise Prime Contract Program with twenty (20) evaluation preference points.

 

 

ALTERNATIVES:

 

The Stand UP SA program is required to undergo a programmatic evaluation by an outside individual source. Should this contract not be approved, Metro Health would not be able to evaluate the Stand UP SA program as required by the program grantor. 

 

 

 

FISCAL IMPACT:

 

The amount of this contract is in an amount of up to $75,000.00. Funding for this procured service is allocated and available through the Stand UP SA Violence Prevention programmatic budget. There is no impact to the General Fund.

 

 

RECOMMENDATION:

 

Staff recommends approval of the contract with Health Resources in Action, Inc. to provide implementation evaluation services for the Stand UP SA Violence Prevention Program in an amount of up to $75,000.00.

 

This contract is procured by means of Request for Proposal and a Contracts Disclosure Form is required.
