SUBJECT:

 

Change Order: 36th Street Phase IIIB Project for CPS

 

SUMMARY:

 

An ordinance for the $8,677,549.15 36th Street Phase IIIB project, authorizing a CPS Energy driven change order in the increased amount of $161,119.65 paid by CPS Energy and authorizing payment to Shannon Monk, an authorized 2012-2017 General Obligation and federally-funded project located in Council District 4.

 

 

BACKGROUND INFORMATION:

 

This Project provides for the reconstruction of the roadway along 36th Street, from Billy Mitchell to General Hudnell, to include curbs, sidewalks, a shared use path and a drainage channel.  Project construction began in August 2015 and is estimated to be completed by December 2016.

 

Previous Council Action

A previously executed contract with Shannon Monk for the 36th Street Phase IIIB Project, for $8,078,660.90 was approved by City Council on June 4, 2015, through Ordinance 2015-06-04-0481. There is one previous Change Order that has been authorized for this contract.  This change order will increase the contract by $161,119.65 to a total contract amount of $8,677,549.15.

 

 

ISSUE:

 

This ordinance for the $8,677,549.15 36th Street Phase IIIB project, authorizes a CPS Energy driven change order in the increased amount of $161,119.65 paid by CPS Energy and authorizes payment to Shannon Monk, an authorized 2012-2017 General Obligation and federally-funded project located in Council District 4.

 

 

CPS Energy originally requested four inch in diameter conduit for the electrical duct bank.   As a result of some recent issues related to the four inch conduit, CPS Energy has increased the diameter of the conduit in the proposed duct bank to five inch diameter, resulting in an increase in the original price for the work.   CPS Energy has approved the revised quantities and unit price and has accepted to fully fund the net difference in price.  This change order will not result in a change to City cost, but will be paid by CPS Energy.  The length of the duct bank is 2,704 linear feet and will run from Billy Mitchell to south of England Road.

 

This plan revision has been discussed with TxDOT and has been approved.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to approve this change order and require staff to complete a bid process for the work.  However, this would lead to a delay in
Project completion and a likely increase in price.  The most cost effective option is to approve this change order.

 

 

FISCAL IMPACT:

 

There is no fiscal impact to the City as this is a CPS Energy expenditure in the amount of $161,119.65 for the 36th Street Phase IIIB Project, made payable to Shannon Monk and will be reimbursed by CPS Energy. 

 

 

RECOMMENDATION:

 

Staff recommends approving this change order, in the amount of $161,119.65, for the 36th Street Phase IIIB Project.
