Strength Training Equipment

SUMMARY:

An ordinance accepting the bid from Rogue Fitness for the purchase and delivery of strength training equipment for various fire facilities for the San Antonio Fire Department. Funding in the amount of $115,438.42 is available from the General Fund.

BACKGROUND INFORMATION:

Submitted for City Council consideration and action is the bid submitted by Rogue Fitness to provide the San Antonio Fire Department with the purchase and delivery of strength training equipment for various fire stations for a total cost of $115,438.42.

The San Antonio Fire Department is seeking authorization to purchase strength training equipment to replace aging and broken equipment as well as to augment existing useable fitness equipment at 49 Fire facilities throughout the City. Funds for the proposed purchase are available from the General Fund.

This equipment will be covered by a standard limited lifetime warranty on structural welds and frames.

ISSUE:

This ordinance will allow for the purchase and delivery of strength training equipment for placement at 49 San Antonio Fire Department facilities, completing year one of its two year Fitness Provisions Program.

To better prepare first responders for the daily physical demands of their job, the SAFD developed a Fitness Provisions Program to provide each fire facility with standardized fitness equipment for uniformed employees to utilize while on duty.   Over the last five years, Fire has seen that participation in physical activity, or pre-habilitation, not only reduced the number and severity of injuries, but also reduced the costs associated with on-duty injuries in terms of workers compensation claims, overtime, backfill and high-class pay.  Given the success that has been achieved through the promotion of physical fitness, cultural change of fitness expectations within the department and the continual increase of health care cost, it is imperative that the department fitness program continue through the replacement of unusable equipment and augmentation of existing useable equipment.

This contract is within the scope of the Small Business Economic Development Advocacy (SBEDA) Program.  However, due to the type of commodities/services being procured and value of the contract, no SBEDA tool is available.

There were no bids submitted from local bidders for this contract; therefore, the Local Preference Program was not applied.

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

ALTERNATIVES:

Should this purchase not be approved, the San Antonio Fire Department will be unable to complete its Fitness Provisions Program. This may result in the department’s uniformed employees being unable to safely exercise while remaining in service. The lack of regular strength training exercise may lead to increased injuries and otherwise preventable medical conditions.

FISCAL IMPACT:

The total cost of this procurement is $115,438.42.  Funding is available from the General Fund.
