PlanSA 2040 Comprehensive Plan Consultant Contract Award
 
 
SUMMARY:
 
An Ordinance authorizing the execution of a professional services agreement with Moore Iacofano Goltsman, Inc. (MIG), in the amount not to exceed $250,000.00 for consultant services pertaining to the City's Comprehensive Plan for the plan development and community outreach, from prior City Council approval and budgeted funding.
 
BACKGROUND INFORMATION:
 
Project Background
The City of San Antonio is projected to grow significantly over the next two decades and ascertaining how to accommodate that growth is the driving objective of the City's Comprehensive Plan. Currently, the city and region is in need of an overarching policy and plan to accommodate and guide the distribution of projected growth. The City is currently engaged in an effort to update the Comprehensive Master Plan that was initially adopted in 1997. The current effort will help articulate the future growth of the City of San Antonio and its Extraterritorial Jurisdiction and plan for the provision of services required for new development and population growth. The Comprehensive Plan needs to be a regionally referenced plan that takes into consideration San Antonio's unique attributes, most notably: its footprint that includes hundreds of square miles (land use/transportation development); and its climate (arid) and the climate's impact on natural resources that will be needed to sustain the projected population growth, acknowledging the fact that resources are already strained (i.e., water.)
 
In Fiscal Year 2013, City Council allocated $250,000 to begin Phase I of the Comprehensive Plan which was to undertake initial background studies needed to inform the comprehensive planning process.  City Council authorized a contract with Economic and Planning Systems, INC. to conduct three (3) significant studies related to infill capacity; market for new development; and a fiscal impact analysis that includes an analysis of needed infrastructure to support regional growth and employment centers (nodal development) inside the current city limits.
 
Based on the growth scenario work in Phase I, and the growth scenario adopted by the MPO, which supports medium- to higher-density infill development and increased use of alternative modes of transportation, Phase II of the City's Comprehensive Plan will focus on articulating the physical development of growth centers; providing urban design illustrations of development patterns and market and resource readiness for such patterns; guiding the development of policy "white papers" on key issues and goals of SA2020 (Citywide Visioning); in collaboration with Staff, conducting significant community outreach; and writing the actual Comprehensive Plan Elements.
 
Procurement of Services      
A Request for Qualifications (RFQ) was advertised in April 2014 on the City's website, in the San Antonio Express-News, on the TVSA channel through the Communications and Public Affairs Department, and distributed by email to a list of potential respondents identified by the Department of Planning & Community Development.  Responses were due on May 30, 2014 and seven (7) firms responded to the RFQ.
 
A selection committee consisting of representatives from the Department of Planning & Community Development, VIA Metropolitan Transit, and a local architect evaluated and ranked the submissions. The selection committee evaluated and scored the proposals. Scoring was based on the published evaluation criteria in the RFQ, which included: Background, Experience and Qualifications, Proposed Plan, Small Business Enterprise (SBE) Prime Contract Program, Minority/Women Business Enterprise (M/WBE) Prime Contract Program, Local Preference Ordinance, and Veteran-Owned Small Business Preference Program.
Following the initial scoring, two (2) firms were shortlisted for interviews.  During the interview process, the firms presented more detailed information to include their related experience on similar projects and with issues similar to those in the San Antonio region, their plans for public stakeholder involvement and outreach, their team members, and project management approach specific to this project.  After interviews were completed, the evaluation team selected Moore Iacofano Goltsman, Inc. (MIG) for contract recommendation.
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract.  The Goal Setting Committee applied the SBE and the M/WBE Prime Contract Programs with ten (10) evaluation preference points for each program, respectively.  MIG was not awarded these points, as it is not certified as a SBE and/or M/WBE firm located within the San Antonio Metropolitan Statistical.
The Local Preference Program was applied in the evaluation of responses received for this contract; however, the highest ranked firm is not a local business.
 
The Veteran-Owned Small Business Preference Program was applied in the evaluation of responses received for this contract; however, the highest ranked firm is not a veteran-owned small business.
 
 
ISSUE:
 
An Ordinance authorizing the negotiation and execution of a professional services agreement with Moore Iacofano Goltsman, Inc. (MIG), in the amount not to exceed $250,000.00 for consultant services pertaining to the Comprehensive Plan update, PlanSA.
 
The consultant contract with Moore Iacofano Goltsman, Inc. will provide the City of San Antonio with its first true comprehensive plan, guiding the physical development of the city.  The contract will fulfill six primary tasks: (1) Document Policy Review and Synthesis, (2) Policy Papers, (3) Public Engagement Support and Website Creation, (4) Develop Urban Design Illustrations, and (5) Draft the Comprehensive Plan Document.  The term of this contract is 15 months, terminating on December 31, 2015.  Subcontractors include:
·      Parsons Brinckerhoff - Mobility and Infrastructure
·      Economic & Planning Systems, Inc. - Economic Development
·      Ximenes & Associates, Inc. - Public Engagement
 
Approval of this ordinance will allow the City to update the Comprehensive Plan for the future of the City and its residents, workers, businesses and visitors.
 
 
ALTERNATIVES:
 
As an alternative, City Council could choose not to approve; however, the City will lose the opportunity to begin the Comprehensive Plan, and need to start over with a new procurement process.  This would then delay key coordination between the Comprehensive Plan and the Strategic Multi-Modal Transportation Plan which is currently on a similar schedule.
 
 
FISCAL IMPACT:
 
This ordinance allows the City to negotiate and enter into a contract with Moore Iacofano Goltsman, Inc. (MIG), to provide consultant services for Phase Two of the Comprehensive Plan in an amount not to exceed $250,000.00 from Planning and Community Development's FY 2015 General Fund budget.
 
 
RECOMMENDATION:
 
Staff recommends authorizing the award of a consultant contract to Moore Iacofano Goltsman, Inc. (MIG) for the Comprehensive Plan.
