BACKGROUND INFORMATION:

Project Background

In June 2006, City Council established the Voelcker Park Acquisition Project for the purposes of purchasing 311 acres for a major public park. In September 2006, the City acquired the first 107 acres of Voelcker Ranch. The remaining 204 acres were acquired in June 2007 with funds approved in the 2007-2012 Bond Program. In August 2007, City Council approved the selection of Stephen Stimson Associates/D.I.R.T. studio to complete the Voelcker Park Master Plan. From 2007-2008, the community engaged in public meetings to participate in the planning and design process and giving input regarding their vision for the park. The Parks and Recreation Board and Linear Creekway Parks Advisory Board approved the master plan in April 2008.

The resulting master plan provided an extensive evaluation of the site and surrounding area, summary of the community process, synthesis of community input and design team’s response. The master plan included site data and analysis regarding geology, hydrology, vegetation and wildlife and provided a recommendation for potential park uses give the site analysis and what the landscape can sustain centered on an urban ecology theme.

City Council approved the renaming of the Voelcker property to Phil Hardberger Park on December 3, 2009.

A.                     This project provides for much needed parking expansion adjacent to the dog park on the Blanco Road parcel of Hardberger Park.  Ordinance 2013-11-21-0787 accepted approximately two acres of land adjacent to the Phil Hardberger Park from the Phil Hardberger Park Conservancy and authorized a reciprocal easement agreement with Henrietta Partners for access to the adjacent commercial development.  The donated tract was to serve as a transition area between the commercial development and the Park proper.  This transition area provided an opportunity for much needed parking expansion at Hardberger Park.  The commercial development agreement allowed for the construction of an access drive off of Blanco and Wurzbach Parkway which would allow ingress/egress to the Park’s new parking lot.  This construction project will build  59 parking spaces as part of the base bid with another 27 parking spaces as part of the bid alternate for a total of 86 parking spaces.

B.                     In continued support of the Phil Hardberger Park Master Plan adopted by City Council on May 8, 2008, this Project provides for an upgrade of an existing mile-long natural surface trail to decomposed granite.  This project also will install boardwalk over natural drainage areas and limestone seating along a site-line connecting the savanna to the existing walking trail.  Project intent is to continue to create accessible walkways throughout the park for public use per the approved park master plan.  The upgrade in trail material will allow for increased trail opportunities for the public while at the same time opening up an area of the park with previously limited access.
