SUBJECT: Donation Agreement for Lincoln Park

 

 

SUMMARY:

 

An ordinance authorizing the execution of a Donation Agreement between the City of San Antonio, the Tricentennial Celebration Commission and Mr. Charles C. Butt for acceptance of $1,000,000.00 towards improvements to Lincoln Park, a 2017-2022 Bond Project, located in Council District 2.

 

 

BACKGROUND INFORMATION:

 

On May 6, 2017, San Antonio voters approved the 2017 - 2022 Bond Program, consisting of six propositions totaling $850 Million. As part of the program, funds in the amount totaling $1,000,000.00 were included in the Parks, Recreation and Open Space Improvements proposition for improvements at Lincoln Park, located within Council District 2.

 

As part of the City’s planning efforts for the Tricentennial celebration, Mr. Charles C. Butt approached the City about contributing funds towards a public project that would complement the Eastside and maximize public dollars. After meeting with City staff from both Tricentennial and the Parks Department, Mr. Butt reviewed planned Bond projects on the eastside, made site visits and reviewed proposed improvements before selecting Lincoln Park as the desired project for his contribution. Tricentennial will serve as a pass through for the donation as Lincoln Park has been designated a Tricentennial legacy project in which TCI will oversee the improvements.

 

With the contribution from Mr. Butt, Lincoln Park will now have a project budget of $2 million. Planned improvements will be determined through the community input process however the City has committed to constructing a splash pad with the funds from Mr. Butt. It is intended to have the splash pad completed in time for a Tricentennial celebration at the park in which H-E-B will be involved in programming activities for an event to be planned.

 

 

ISSUE:

 

This ordinance authorizes the execution of a Donation Agreement between the City of San Antonio, the Tricentennial Celebration Commission and Mr. Charles C. Butt for acceptance of $1,000,000.00 towards improvements to Lincoln Park, a 2017-2022 Bond Project, located in Council District 2.

 

In addition to the $1 million approved by voters in Proposition 3 for Parks, Recreation, & Open Space Improvements, Mr. Charles C. Butt has agreed to donate $1 million to the City for planned improvements to Lincoln Park. As part of the design process, Transportation & Capital Improvements will work with the surrounding neighborhood groups to receive and develop input for a conceptual plan that will serve as the guide for construction improvements. The $1 million will help complete a splash pad in the park for the City’s Tricentennial celebration in May 2018. The remaining improvements in the park, once determined by the community, are estimated for completion by April 2020.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to accept the $1,000,000.00 grant donation for Lincoln Park, however doing so would lessen the improvements to the park. Doing so would only utilize the $1,000,000.00 of 2017-2022 bond funding. With acceptance of the grant funding, the improvements at Lincoln Park will total $2,000,000.00.

 

 

FISCAL IMPACT:

 

This ordinance authorizes the acceptance of $1,000,000.00 from Charles C. Butt to be

used for Lincoln Park a 2017 - 2022 Bond funded Project.

 

 

RECOMMENDATION:

 

Staff recommends approval of the Donation Agreement between the City of San Antonio and Charles C. Butt to accept $1,000,000.00 towards improvements to Lincoln Park, located in Council District 2.
