Contract Award: Citywide Bridge Program- Bronco Lane Bridge
 
 
SUMMARY:
 
An ordinance for the construction of Citywide Bridge Program-Bronco Lane Bridge, a 2012-2017 General Obligation Bond-funded project, located in Council District 4, accepting the lowest responsive bid and awarding a construction contract in an amount not to exceed $768,821.50, authorized payable to M2 Federal, Inc.,.  Of this amount, $50,609.00 will be reimbursed by San Antonio Water Systems (SAWS) and $70,711.00 will be reimbursed by CPS Energy for its work.
 
BACKGROUND INFORMATION:
 
The City-Wide Bridge Replacement Project is a $23.4 million 2012 - 2017 Bond program funded Project intended to replace City owned bridge structures rated as deficient, either due to compromised structural integrity, insufficient drainage capacity, or inadequate traffic provisions, or a combination.
 
TCI initiated a bridge selection process to create a short-list of recommended bridges. This selection process entailed an evaluation of the 2011 Texas Department of Transportation (TxDOT) San Antonio District Off-System Bridge list and TxDOT's National Bridge Inventory to help identify bridges with the greatest potential for improvement. Based on the evaluation of these lists, seven bridges were selected for the 2012 City-Wide Bridge Replacement Project. The seven structures include: Shaenfield Road Bridge, Crockett Street Bridge, Ashley Road Bridge, Commerce Street Bridge, South Laredo Street Bridge, Bronco Drive Bridge, and Dreamwood Drive Bridge. Shaenfield Road Bridge was recommended to provide a bridge over Helotes Creek east of Loop 1604 to connect Terra Oak cul-de-sac to the Loop 1604 access road.
 
The Bronco Lane Bridge was selected due its structural condition and hydraulic capacity. This Project provides for construction of five 8x5 foot concrete box culvert structures to replace the existing three 8x4 foot concrete box culvert bridge structures, improvements to the pavement section, replacement of the existing sidewalks and installation of utilities.  Project construction is anticipated to begin in February 2015 and estimated to be completed by July 2015. Construction activities will take place six days a week, sunrise to sundown.
 
During a portion of the construction phase, the Bronco Lane Bridge will be closed to accommodate the culvert installation and during this time a detour plan will be in place to accommodate pedestrian and vehicular traffic. During those times of construction when work is not on or near the culverts, the Bronco Lane Bridge will remain open and traffic will be allowed.
 
PROCUREMENT OF SERVICES:
This Project was advertised for construction bids in the San Antonio Hart Beat, on the City's website, through the TCI Small Business Office and the Texas Electronic State Business Daily in November 2014.  Plans also were available for review by potential bidders at the office of Jacobs Engineering located at 911 Central Parkway North, Suite 425.  Bids for this Project were opened on December 16, 2014 and four (4) bidders responded.  Of these, M2 Federal, Inc. submitted the lowest responsive bid.  A matrix of the bid outcome is included herein as Attachment 2.
 
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 15% Minority/Women Business Enterprise (M/WBE) subcontracting goal. M2 Federal, Inc. has committed to 15% M/WBE subcontractor participation.
 
This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.
 
 
ISSUE:
 
This contract provides for construction of five 8x5 foot concrete box culverts to replace the existing three 8x4 foot concrete box culvert bridge structure.  Project construction is anticipated to begin in February 2015 and is estimated to be completed by July 2015.
 
An ordinance accepting the lowest responsive bid and awarding a construction contract in an amount not to exceed $768,821.50 authorized payable to M2 Federal, Inc., for construction of Citywide Bridge Program -Bronco Lane Bridge, a 2012 General Obligation funded project, located in Council District 4.  Of this amount, $50,609.00 will be reimbursed by SAWS and $70,711.00 will be reimbursed by CPS Energy for its work.
Approval of this ordinance will be a continuation of City Council policy to complete previously approved 20012-2017 General Obligation Bond funded projects.
 
 
ALTERNATIVES:
 
As an alternative, City Council could choose not to award this contract and require staff to re-advertise this Project.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the Project and funding.
 
 
FISCAL IMPACT:
 
This is a one-time capital improvement expenditure in an amount not to exceed $768,821.50, authorized payable to M2 Federal, Inc.  Of this amount, $647,501.50 will be funded by 2012 General Obligation Bond, $50,609.00 will be reimbursed by SAWS and $70,711.00 will be reimbursed by CPS Energy.  Funds are available and are included in the FY 2015-2020 Capital Improvement Budget.
