City of San Antonio-Joint Base San Antonio Intergovernmental Support Agreements (IGSA) Update
SUMMARY:
This update will inform the Intergovernmental Relations (IGR) Committee regarding the status of two IGSAs between the City of San Antonio (CoSA) and Joint Base San Antonio (JBSA).
BACKGROUND:
In 2013, the Department of Defense received new authority to partner with state and local government entities to seek efficiencies and cost savings in the provision/acquisition of common services. The United States Air Force took the lead in exercising this new authority fostering extensive discussions between installations and their host communities. The Air Force has been successful partnering with local governments throughout the country resulting in several million dollars of savings to the Air Force and generating new revenue for local governments. Locally, JBSA and the Office of Military and Veteran Affairs (OMVA) have taken advantage of this new authority by entering into two IGSAs, one for street paving and the other for the purchase of bulk items.
In September 2018, the City’s Transportation and Capital Improvements (TCI) Department entered into an agreement with JBSA to rehabilitate roadways on military installations utilizing City contractors. A pilot project for the Pavements IGSA was completed on Ft. Sam Houston in the summer of 2019. JBSA reported that this partnership with CoSA saved them approximately $52,000. As a direct result of the shared success of the paving pilot project, JBSA requested that CoSA amend the 2018 Pavements IGSA from $1M to $3M to support a wider range of projects. JBSA’s request to amend the IGSA is supported by TCI leadership. Both parties are finalizing the amendment’s language.
Building upon the Pavement IGSA pilot project’s collaborative success and partnership, JBSA approached OMVA in mid-2019 to explore opportunities across city services that could enable a more cost effective operation of their military installations. In January 2020, City Council approved an ordinance authorizing CoSA’s Finance Department to establish the terms and conditions with JBSA under which CoSA could provide bulk material purchases through existing City contracts, including but not limited to, ready mix concrete, asphalt and soil products JBSA is currently finalizing their internal procedures for material ordering and funds transfer. CoSA’s Finance Department is prepared to receive and fill purchase orders.
ISSUE:
There are no foreseen roadblocks at this time for both IGSAs. Regarding the paving IGSA, once JBSA receives funding, they will request the rehabilitation of additional roadways within their installations. Regarding the bulk purchases IGSA, once JBSA finalizes their internal procedures and submits work orders, CoSA is prepared to support them. It is City Council policy to seek opportunities with the federal government/JBSA to provide expedient and cost effective goods and services in order to support San Antonio’s military missions and installations. The City will execute the existing IGSAs and OMVA will continue to explore additional IGSA options. Finally, this CoSA/JBSA partnership highlights their close partnership and demonstrates tangible community support the military-a Base Realignment and Closure (BRAC) scoring criteria.
