Routine Airport Maintenance Grant Program at Stinson Municipal Airport

 

 

SUMMARY:

 

This Ordinance authorizes the reimbursement of up to $50,000.00 for a grant from the Texas Department of Transportation (TXDOT) as part of the Routine Airport Maintenance Program (RAMP) for improvements at the Stinson Municipal Airport.

 

 

BACKGROUND INFORMATION:

 

The Aviation Division for TXDOT helps cities and counties obtain and disburse federal and state funds for reliever and general aviation airports in the Texas Airport System Plan which includes Stinson Municipal Airport. TXDOT administers the RAMP which matches local government grants up to $50,000.00 for basic airside and landside improvements.  As a requirement of the program, a local government must execute the grant prior to work being performed.  Projects eligible for RAMP reimbursement do not have to be identified prior to execution of the grant.

 

Reimbursements from RAMP have assisted in addressing several smaller scale projects at Stinson Municipal Airport.  Examples of these projects include: the build-out of office space within the Terminal Building, and roof and sidewall repairs to a city-owned hangar.  Potential projects for this year include the painting and repair work of a city-owned hangar, or other improvements to office space within the Terminal building.

 

 

ISSUE:

 

This action is consistent with City Council's policy of improving facilities at Stinson Municipal Airport and utilizing federal or state funding when available.

 

 

ALTERNATIVES:

 

City Council could elect not to approve the reimbursement of funds and the authorization for participation in the RAMP. However, participation in this program allows the City to utilize other funding sources for improvements at Stinson Municipal Airport.

 

 

FISCAL IMPACT:

 

This Ordinance authorizes $100,000.00 from the Stinson Revolving Fund for Stinson Building Modifications project. TXDOT will reimburse the City up to $50,000.00 for this project.

 

 

RECOMMENDATION:

 

Staff recommends the acceptance of RAMP grant for routine maintenance projects at Stinson Municipal Airport.
