A Design Contract Amendment for the Downtown Streets Reconstruction: Commerce Street (St. Mary's St. to Santa Rosa St.).
 
 
SUMMARY:
 
An ordinance for the Downtown Streets Reconstruction: Commerce Street (St. Mary's St. to Santa Rosa St.) Project, a 2012-2017 General Obligation Bond funded project, located in Council District 1, authorizing an amendment to the Professional Design Services agreement with CP&Y Inc., increasing the current contract by $256,127.88, from $829,325.28 to $1,085,453.16, for additional design and engineering services, including full-width street and sidewalk design, on-street parking, street lighting, sidewalk furnishings and landscaping.  
 
 
BACKGROUND INFORMATION:
 
The Downtown Streets Reconstruction: Commerce Street (St. Mary's St. to Santa Rosa St.) is a 2012 - 2017 General Obligation Bond funded Project, included the reduction of the number of travel lanes and widening of the north side sidewalk to better accommodate pedestrian and transit users.  The original scope was to remove the north side "bus-only" lane and allocate the space to the north side sidewalk and the three remaining travel lanes, from St. Mary's St. to Santa Rosa St., leaving the south side sidewalk intact.  This would be accomplished by completely reconstructing the north half of the street, then restriping the travel lanes to include one 12 foot outside lane and two 10 foot inside lanes.  Also included in this design, for the reconstructed portion only, are streetscape amenities, such as trees, benches and café seating, as well as on-street parking areas and street side lighting.
 
After several public meetings and receiving stakeholder input, the Project scope expanded to include full width reconstruction of Commerce Street, creating an 8 to10 foot sidewalk on the south side of the street and an 8 to 18 foot sidewalk on the north side of the street.  The travel lanes will be reconfigured to include one 12 foot outside travel lane and two 10 foot inside travel lanes, as originally planned.  Also included in this design are streetscape amenities, such as trees, benches and café seating, as well as on-street parking areas and street side lighting for the north and south side portions of the street.
 
This Project is in coordination with Centro San Antonio, El Mercado Zona Cultural District, and the San Antonio River Authority.
 
Previous Amendments
Two previous administrative amendments increased this contract amount by $16,480.21 to a total contract amount of $829,325.28.  This amendment will increase the contract by $256,127.88 to a total contract amount of $1,085,453.16.

ISSUE:
 
This Ordinance authorizes an amendment to the Professional Design Services agreement with CP&Y Inc. in an amount not to exceed $256,127.88 for additional design and
Engineering services related to the Downtown Streets Reconstruction: Commerce Street (St. Mary's St. to Santa Rosa Street) Project, an approved $9 million Downtown Streets Reconstruction project, for the full-width design of Commerce Street, creating 8 to 10 foot sidewalks on the south side of the street and 8 to 18- foot sidewalks on the north side of the street.  The travel lanes will be reconfigured to one 12 foot outside travel lane and two 10 foot inside travel lanes, as originally planned.  Also included in this design are streetscape amenities, such as trees, benches and café seating, as well as on-street parking areas and street side lighting.  
 
Approval of the ordinance will be a continuation of City Council policy to complete
previously approved 2012 - 2017 General Obligation Bond-funded projects.
ALTERNATIVES:
 
As an alternative, City Council could choose not to approve these additional services, and move forward with the original design; however, this would require future improvements to the south side of Commerce Street, prolonging construction in this area and adversely affecting local businesses and transportation.
 
 
FISCAL IMPACT:
 
This is one-time capital improvement expenditure in the amount not to exceed
$256,127.88, from $829,325.28 to $1,085,453.16, payable to CP&Y Inc to provide additional engineering services related to the Downtown Streets Reconstruction: Commerce Street (St. Mary's St. to Santa Rosa St.) Project. Funds are available in previously authorized 2012 - 2017 General Obligation Bond funds; and included in FY 2015 - 2020 Capital Improvements Program Budget.
 
RECOMMENDATION:
 
Staff recommends approval of a $256,127.88 amendment to the CP&Y Inc. Professional Design Service Agreement related to the Downtown Streets Reconstruction: Commerce (St. Mary's St. to Santa Rosa St.) Project.
