Integrated Information and Intelligence Management Law Enforcement Solution
 
 
SUMMARY:
This ordinance authorizes acceptance of the proposal submitted by SAS Institute, Inc. to provide the San Antonio Police Department a turnkey Fusion Intelligence system consisting of the following modules: Request for Service (RFS), Suspicious Activity Reporting (SAR), Criminal Intelligence Management (CIM) and Confidential Informant (CI).
The system operates in a client server environment where the contactor is to provide installation of the purchased equipment, system design specifications, production, development, and full system installation and integration. The respondent's responsibilities include overall project management for the installation, documentation, training, testing and acceptance as well as ongoing maintenance and support services. The total cost for this system is $249,700.00 which includes a two-year warranty period.  
Funding for this purchase will be allocated from the 2011 State Homeland Security Program grant in the amount of $239,160.00 and from the 2012 Urban Area Security Initiative in the amount of $10,540.00.
 
 
BACKGROUND INFORMATION:
Submitted for City Council consideration and action is the proposal submitted by SAS Institute, Inc. to provide a turnkey Fusion Intelligence system. The system will provide SAPD the ability to track, record, and improve documented interactions with confidential informants. The San Antonio Police Department (SAPD) supports a Criminal Intelligence Unit and a Major Urban Area Fusion Center with the mission of engaging in intelligence led policing strategies to combat crime and other threats to our community. This mission includes the collection of raw information on crime, threats, offenders, and utilizes intelligence analyst personnel to analyze the information to assist in predicting and combating identified crimes and threats.
 
In order to achieve this mission in an effective and efficient means, an electronic system to collect and store criminal intelligence information is required. Any system collecting criminal intelligence must adhere to the restrictions and requirements identified in Federal Regulation 28 CFR Part 23.
 
The scope of work to be performed by SAS Institute, Inc. includes functional requirements to provide both the SAPD Intelligence Unit and the Southwest Texas Fusion Center with an electronic repository for information and intelligence in compliance with federal regulations. This Integrated Information and Intelligence Management solution will then be leveraged to improve the department's ability to predict and prevent crime and threats to the community.
 
The City issued a Request for Competitive Sealed Proposals for "Integrated Information and Intelligence Management Law Enforcement Solution" (6100003495, RFCSP-013-096) on September 11, 2013 and two responsive proposals were received on September 27, 2013.  The responsive proposals submitted by ACISS Systems, Inc. and SAS Institute, Inc. were evaluated and scored by the voting committee comprised of members from the Police and Information Technology Services Departments.  SAS Institute, Inc. was the selected Respondent.
 
 
ISSUE:
SAPD currently leverages traditional paper and file cabinet storage process. The increased need for human effort of this type of data collection, intelligence management, and data analysis is inefficient and creates liabilities. The associated delays and inefficiencies could result in failing to recognize linkages and information associated with ongoing criminal enterprises.
 
This ordinance would authorize SAS Institute, Inc. to provide SAPD with a turnkey Fusion Intelligence system for a total cost of $249,700.00.   This system will provide both the SAPD Intelligence Unit and the Southwest Texas Fusion Center with an electronic repository for information and intelligence in compliance with federal regulations.
 
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee applied the Emerging Small Business Enterprise (ESBE) Prime Contract Program and Small Business Enterprise (SBE) Prime Contract Program with 20 evaluation preference points. SAS Institute, Inc. was not awarded any preference points as they are not certified as an ESBE and SBE within the San Antonio Metropolitan Statistical Area.
 
The Local Preference Program Ordinance is not applicable to this solicitation.
 
 
ALTERNATIVES:
Should this contract not be approved, the alternative is to take no action and continue with the traditional paper and file cabinet storage process.  This will then risk the loss of the identified grant funding due to the performance period expiring and the funds would be returned to the State of Texas for reallocation.  
 
 
FISCAL IMPACT:
The total cost for the purchase of the Integrated Information and Intelligence Management Law Enforcement solution is $249,700.00.  This purchase is funded through the 2011 State Homeland Security Program grant in the amount of $239,160.00 and from the 2012 Urban Area Security Initiative in the amount of $10,540.00.
 
 
 
RECOMMENDATION:
Staff recommends the approval of this purchase with SAS Institute, Inc. in the amount of $249,700.00.
