SUBJECT: Contract Award: Tom Slick Creek Park
 
 
SUMMARY:
An ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $102,423.00, authorized payable to Consolidated Installation Support, LLC, for construction of Tom Slick Creek Park, a 2012-2017 General Obligation Bond funded Project, located in Council District 6.
 
BACKGROUND INFORMATION:
Project Background
This Project is part of the voter approved 2012-2017 Bond Program for Parks and Recreation and Open Space Improvements.  The proposition approved $375,000.00 for general park improvements to the park.
 
This Project provides general park improvements and the development of a basketball court, a walking trail and shade structures. This ordinance awards a construction contract for Tom Slick Creek Park improvements by adding a basketball court, providing a new shade structure to cover recently installed outdoor exercise cluster of equipment at the trailside exercise station and add two shade structures for the smaller dog park at the neighborhood side of the Park.  It also includes a 500 linear feet, 6 feet wide walking path, linking the new parking area to the existing parking area.  The new walking trail will comprise a concrete finished trail of approximately 500 linear feet and about 6 feet wide.  Project construction is anticipated to begin January 2014 with an expected completion by August 2014.
 
Public outreach was extended by City staff throughout the community involving several public input meetings with the neighborhood association and Council District 6 representatives, which resulted in great support for the entire project, in particular the basketball court.
 
Procurement of Services
This Project was advertised for construction bids in the Hart Beat local papers on September 9 and September 16, 2013 at the Commercial Recorder, the San Antonio Observer and La Prensa de San Antonio.  In addition, the bid announcement was made on TVSA and through the CIMS Small Business Office.  Plans also were available for review by potential bidders at local plan rooms and available through Bender Wells Clark Design, 830 North Alamo Street, San Antonio, Texas. Bids for this Project were opened on October 15, 2013 and ten (10) bidders responded. Of these, Consolidated Installation Support, LLC was the lowest responsive bid.   The total construction cost consists of a base bid of $102,423.00.   There are no Add Alternates.  A matrix of the bid outcome is included herein as attachment 2.
 
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 13% Small Business Enterprise (SBE) subcontracting goal and an 8% Minority/Women Business Enterprise (M/WBE) subcontracting goal. Consolidated Installation Support, LLC has committed to 32% SBE and 32% M/WBE subcontractor participation.  In addition, Consolidated Installation Support, LLC is also a small certified business.
This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contract Disclosure Form is not required.
 
 
ISSUE:
This ordinance accepts the lowest responsive bid and awards a construction contract in the amount of $102,423.00 authorized payable to Consolidated Installation Support, LLC, for construction of Tom Slick Creek Park, a 2012-2017 General Obligation Bond funded project, located in Council District 6.
This Project provides for general park improvements and the development of a basketball court, a handicapped accessibility walking trail linking two parking areas, and erection of three independent shades structures. Project construction is anticipated to begin January 2014 and is estimated to be completed by August 2014.
 
The balance of the remaining project funds approved by voters was used for design services, environmental due diligence, advertising, permitting, and project management.
 
Approval of this ordinance will be a continuation of City Council policy to complete previously approved 2012-2017 Bond funded projects.
 
ALTERNATIVES:
City Council could elect not to approve awarding this construction contract; however, the City is not equipped or staffed to construct the Project.  Re-bidding the Project would not guarantee lower bids and it would delay the start of construction for this Project
 
 
FISCAL IMPACT:
This is one-time Capital Improvement expenditure in the amount of $102,423.00 authorized payable to Consolidated Installation Support LLC.  Funds are available from previously authorized 2012 General Obligation Bond funds and are included in the FY 2014 - 2019 Capital Improvement Program Budget.
RECOMMENDATION:
Staff recommends approval of this ordinance to accept the lowest responsive bid and award a construction contract in the amount of $102,423.00, payable to Consolidated Installation Support, LLC.
