Contract Award:  (Job Order Contract) Oscar Perez Park Improvements

 

 

SUMMARY:

 

An Ordinance for the Oscar Perez Park Improvement Project authorizing a Job Order Contract with Straight Line Management in an amount not to exceed $205,985.40, a 2012-2017 Bond-funded Project located in Council District 6.

 

 

BACKGROUND INFORMATION:

 

The 2012-2017 Bond Program approved $350,000.00 for park improvements at Oscar Perez Park located in Council District 6. The balance of the project funds approved by voters will be used for design services, environmental services, advertising, and project management. Any remaining funds will be realized as bond savings.

 

Four separate public input meetings were held in October and November 2013 and April and December 2014 to gather feedback for the Oscar Perez Park Project.  Oscar Perez Park improvements will provide for replacement of the existing walking trail with new concrete paving, new trail amenities, pedestrian access walkways, and lighting upgrades.  Construction is anticipated to begin in January 2016 and estimated to be completed by May 2016.

 

Procurement of Services

This project was selected to utilize the Job Order Contracting (JOC), an alternative project delivery method, through which ten contractors were approved through Ordinance 2015-01-15-0013 by City Council on January 15, 2015. The use of the JOC delivery method has provided the City with on-call construction, renovation and maintenance services for City buildings and facilities. Assignment of a JOC contractor to a specific job is based on the contractor’s current workload, overall capacity, familiarity with a specific facility, expertise in completing specific task(s) and/or managing a specific trade needed to carry out the job. Of the ten contractors, Straight Line Management was selected to submit an estimate and project schedule for this Project

 

Straight Line Management is a small, minority-owned business that has committed to 23% Minority/Women Business Enterprise and 3% African-American Business subcontractor participation. 

 

Discretionary Contracts Disclosure Form, as required by the City’s Ethics Ordinance for all Projects, where subjective criteria are used to select the contractor or consultant rather than by low bid, is attached.

 

 

ISSUE:

 

This ordinance for the Oscar Perez Park Project, a 2012-2017 Bond-funded project located in council District 6, authorizes a task order to a Job Order Contract with Straight Line Management in an amount not to exceed $205,985.40.

 

This Project provides for development of multi-use walking trails consisting of a reinforced concrete surface and extends 0.45 miles. The included park amenities to be added are benches and trash receptacles.  Project construction is anticipated to begin in January 2016 and is estimated to be completed by May 2016.

 

Coordination with the Parks and Recreation Department will be made to allow portions of the parks to remain open to patrons and residents during construction. 

 

 

ALTERNATIVES:

 

As an alternative, this Project could be delivered utilizing another delivery method. However, considering the additional time required for another solicitation process, this would adversely affect the timely completion of the Project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $205,985.40, payable to Straight Line Management.  Funds are available from the 2012-2017 Bond Program and are included in the FY2016-2021 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance authorizing a task order to a Job Order Contract in an amount not to exceed $205,985.40 to Straight Line Management for the Oscar Perez Park Improvement Project.
