SUBJECT:
Repair of Bomb Squad Vehicle
 
 
SUMMARY:
This ordinance authorizes a contract with Shook Mobile Technology to provide repairs to the Major Incident Response Vehicle for the San Antonio Police Department in the amount of $63,600.00.  Funding for this purchase is available through the General Fund.  
 
 
BACKGROUND INFORMATION:
Submitted for City Council consideration and action is the offer submitted by Shook Mobile Technology to provide the Police Department Bomb Squad with a contractor to provide repairs to the Major Incident Response Vehicle.
 
The Major Incident Response Vehicle suffered significant damage resulting from an onboard fire on February 12, 2013 that was caused by a faulty robot battery.  The robot is part of a full compliment of explosive detection and disposal equipment housed in the vehicle.  The loss of the Major Incident Response Vehicle is impacting the Bomb Squad's mission.  Without the vehicle the Police Department's Bomb Squad unit:
 
1.      Will not have the capability of deploying multiple robots at a scene should the circumstances dictate such a response.
2.      Will not have the ability to remotely scan an area for secondary Improvised Explosion Devices (IEDs) from an elevated position (camera/mast).
3.      Will not have a vehicle for protection from the elements while operating sensitive bomb detection equipment.
 
The recommended vendor, Shook Mobile Technology, installed the original equipment and is familiar with the vehicle design.  They are especially equipped to perform this repair.
 
 
 
ISSUE:
The existing Police Department's Major Incident Response Vehicle requires repairs due to damage suffered during fire caused by a faulty robot battery.
 
This contract is within the scope of the Small Business Economic Development Advocacy (SBEDA) Program.  However, due to the type of commodities/services being procured and value of the contract, no SBEDA tool is available.
 
This service is being procured utilizing a Public Health or Safety Exemption.
 
This contract is an exception to the Local Preference Program.
 
 
ALTERNATIVES:
Should this contract not be approved, the City's ability to perform vital security functions for Homeland Security will be adversely affected.  The alternative to use currently available vehicles to accomplish the same tasks would be problematic as such vehicles are not adequately equipped to support the mission.
 
 
 
FISCAL IMPACT:
This ordinance authorizes a contract with Shook Mobile Technology to provide repairs to the Major Incident Response Vehicle for the San Antonio Police Department in the amount of $63,600.00.  Funds are included in the FY 2014 General Fund Budget for this contract.  Shook Mobile Technology was initially contracted to install the Major Incident Response Vehicle equipment and will be utilized to repair the damages caused by the fire.
 
 
RECOMMENDATION:
Staff recommends approval of this contract with Shook Mobile Technology to provide repair of the Major Incident Response Vehicle for a total cost of $63,600.00.
 
This contract is procured on a Public Health or Safety Exemption and a Contracts Disclosure form is not required.
