Annual Contract for Landscape and Irrigation System Service
 
 
SUMMARY:
This ordinance authorizes acceptance of a proposal from Cantu Contracting, Inc. to provide the San Antonio International Airport with a contract to provide landscape and irrigation system maintenance and repair services for an estimated annual amount of $70,000.00 for an initial term of three years, with options to renew the agreement for two additional one-year periods.  Funding for this annual contract will be allocated from the Aviation Operations and Maintenance Fund.
 
 
BACKGROUND INFORMATION:
The City issued a Request for Competitive Sealed Proposals for "Annual Contract for Landscape and Irrigation System Services for the San Antonio International Airport" (RFCSP 6100005251) on October 24, 2014. This contract will provide routine mowing of all landscaped turf areas and preventive maintenance and repair of irrigation system at San Antonio International Airport. Mowing services shall include, but are not limited to, mowing, edging, trimming, leaf/debris blowing and sweeping of approximately 15 acres along landside terminal roadways. Irrigation system services will include monthly preventive maintenance to include minor repairs and associated necessary and appropriate parts.  On November 24, 2014, the Aviation Department received three proposals.
 
The evaluation committee consisted of representatives from the Aviation Department's Airside Maintenance and Safety Divisions. The Finance Department, Purchasing Division assisted by ensuring compliance with City procurement policies and procedures.  
 
The evaluation of each proposal was based on a total of one hundred points: thirty-five points for experience, background, qualifications, and thirty-five points for proposed plan; fifteen points for price schedule; and fifteen points for SBE Prime Contract Program.  Based on the City's standard RFCSP process, Cantu Contracting, Inc. was recommended for award.
 
The initial term of the agreement shall be for a period of three years. Two additional one-year renewals at the City's option will also be authorized by this ordinance.
 
 
 
ISSUE:
This ordinance will provide the San Antonio Airport System with a contract to provide landscape maintenance and irrigation system services. Irrigation services will include on-call maintenance and repairs and annual inspections.
 
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee applied the Small Business Enterprise Prime Contract Program with 15 evaluation preference points awarded to Cantu Contracting, as they are certified SBE located within the San Antonio Metropolitan Statistical Area.
 
This contract is an exception to the Local Preference Program.
 
The Veteran-Owned Small Business Preference Program does not apply to non-professional service contracts, so no preference was applied to this contract.
 
 
ALTERNATIVES:
Should this contract not be approved, Aviation Department will be required to use Aviation staff to perform the work, which may result in overtime and/or reduced staff for other duties.
 
 
FISCAL IMPACT:
Funds for proposed contract are available in the Aviation Operations and Maintenance Fund.
 
 
RECOMMENDATION:
Staff recommends approval of the contract with Cantu Contracting, Inc. to provide the San Antonio International Airport with landscape and irrigation system services for an estimated annual amount of $70,000.00.
 
This contract was procured by means of cooperative purchasing and a Contracts Disclosure Form is required.
