Contract Award:  Higgins Road and Classen Road Intersections
 
SUMMARY:
 
An ordinance, for the construction of Higgins Road and Classen Road Intersections, accepting the lowest responsive bid and awarding a construction contract in the amount of $1,761,731.00 to Pronto Sandblasting & Coating & Oil Field Services Co., Inc., a 2012 Bond funded Project, located in Council District 10; of this amount $23,270.00 will be reimbursed by SAWS.
 
BACKGROUND INFORMATION:
 
Project Background
The 2012-2017 General Obligation Bond Program authorized $2,820,000.00 for funding of the Higgins Road and Classen Road Intersections and of that, $1,761,731.00 will be used for construction. The balance of the Project funds will be used for design services, environmental services, advertising and project management, with any remaining funds to be realized as bond savings.
 
This Project provides for the construction of left-turn lanes at seven key intersections by adding pavement width and restriping the intersections between Santa Gertrudis and Corian Springs Drive.  In addition, full roadway reconstruction (approximately 900 linear feet) will take place between Corian Springs Drive and Misty Glade to improve sight distance.  The road will remain open for traffic at the 7 intersections and along the full roadway reconstruction limits.  All traffic control requirements will be followed.  A public meeting was held at April 24, 2014 to inform the public of the upcoming project.  Project construction is anticipated to begin November 2014 and estimated to be completed by June 2015.
 
Procurement of Services
An Invitation for Bids was advertised in the San Antonio Hart Beat, on the City's website, on the Texas Electronic State Business Daily and through the TCI Small Business Office in August 2014.  In addition, plans were available for review by potential bidders at the office of Omega Engineers, Inc., located at 9904 IH-10 West, Suite 730, San Antonio, Texas 78230.  Bids for this Project were opened on September 2, 2014 and four (4) responsive bidders responded.  Of these, Pronto Sandblasting & Coating & Oil Field Services Co. Inc. submitted the lowest responsive bid.  
 
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 20% Minority/Women Business Enterprise (M/WBE) subcontracting goal. Pronto Sandblasting & Coating & Oil Field Service Co, Inc. has committed to 20% M/WBE subcontractor participation.  Pronto Sandblasting & Coating & Oil Field Service Co, Inc. is also a certified small business.
 
This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.
 
ISSUE:
 
This ordinance accepts the lowest responsive bid and awards a construction contract in the amount of $1,761,731.00 authorized payable to Pronto Sandblasting & Coating & Oil Field Services Co. Inc. for construction of Higgins Road and Classen Road Intersections, a 2012 Bond funded Project, located in Council District 10; of which $23,270.00 will be reimbursed by SAWS.

Construction will take place six days a week, sun up to sun down, as appropriate.
 
Approval of this ordinance will be a continuation of City Council policy to complete previously approved 2012-2017 Bond funded projects.
 
ALTERNATIVES:
 
As an alternative, City Council could choose not to award this construction contract and require staff to re-advertise this Project.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the Project.  
 
FISCAL IMPACT:
This is a one-time capital improvement expenditure in the amount of $1,761,731.00 authorized payable to Pronto Sandblasting & Coating & Oil Field Services Co. Inc., of this amount $23,270.00 will be reimbursed by SAWS Water.  Funds are available from the 2012-2017 General Obligation Bonds and are included in the FY 2015 - 2020 Capital Improvement Budget.
 
RECOMMENDATION:
 
Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $1,761,731.00, to Pronto Sandblasting & Coating & Oil Field Services Co. Inc., for construction of Higgins Road and Classen Road Intersections.
