SUBJECT:                     Post-Solicitation Briefing for Community Spay-Neuter Services

The Animal Care Services Department (ACS) is seeking multiple organizations to provide 11,933 free spay-neuter surgeries annually to San Antonio residents in high need areas, which totals 59,665 surgeries over a five year period.  The solicitation process has been completed.   

 

The anticipated initial term for the awarded contracts is three (3) years. The City shall have the option to renew under the same terms and conditions for up to two (2) additional, one (1) year extensions. The contracts have an estimated annual value of $894,975, totaling $4,474,875 over a five year term. 

 

On July 21, 2017, a Request for Qualifications (RFQ) was released to select qualified and experienced vendors to provide 11,933 free spay-neuter surgeries annually to City residents. The service will include evaluating animals to determine suitability for sterilization procedure; performance of surgical procedure; post-operative care including medications as well as any additional follow-up care due to surgical complications. Selected vendors will be also required to ensure all pets have up-to-date rabies vaccinations and a registered microchip. Selected vendors may charge residents a minimal fee for City required rabies vaccinations or to implant a registered microchip, if needed.

 

The RFQ was advertised in the San Antonio Express-News and on the City’s website on July 23, 2017.  Responses were due August 11, 2017, and a total of five (5) vendors responded to the RFQ. A selection committee consisting of Executives from the City Manager’s Office, Animal Care Services Department, an Animal Care Advisory Board member, and a private practice Veterinarian evaluated and ranked the submissions.

 

The selection committee interviewed the five respondents and scored the proposals based on the published criteria which included: experience, background, qualifications; proposed plan; and SBEDA Program points for certified Small Business Enterprises. The selection committee is recommending five vendors to provide 11,933 free spay-neuter surgeries annually to City residents. 

 

This item is tentatively scheduled for Council consideration on October 19, 2017.
