Contract Award: (Job-Order Contract) Metro Health Lab Project

 

 

SUMMARY:

 

This ordinance authorizes a Job Order Contract in the amount of $832,810.00 payable to Kencon Constructors/Construction Managers, LTD to provide renovations for the Metro Health Lab Texas Center for Infectious Disease Project located in Council District 3, with funds available in the FY 2017 Facilities Fund Adopted Budget, the FY 2017 General Fund Health Budget, and appropriates $138,446 in Local Grant Contributions for the project.  

 

BACKGROUND INFORMATION:

 

Project Background

Currently Metro Health building located at 332 West Commerce Street is in the process of being sold by the City and already has been partially vacated by Metro Health, leaving its existing labs in place until new space can be provided.  The City has entered into a lease agreement with the State of Texas to lease approximately 13,000 square feet of unused lab space in Building 533 at the Texas Center for Infectious Disease (TCID) facility at 2303 SE Military Dr, San Antonio, TX 78223.  This Project will renovate and reconfigure the leased space to meet the requirements for Metro Health’s new labs. This Project is anticipated to begin in December 2016 and estimated to be completed by April 2017. 

 

Procurement of Services

This Project was selected to utilize Job Order Contracting (JOC), an alternative project delivery method, through which ten contractors were approved through Ordinance 2015-01-15-0013 by City Council on January 15, 2015. The use of the JOC delivery method has provided the City with on-call construction, renovation, and maintenance services for City buildings and facilities.  Assignment of JOC contractor to a specific job is based on the contractor’s current workload, overall capacity, and familiarity with a specific facility, cost, and expertise in completing specific task and/or managing a specific trade needed to carry out the job.  Of the ten contractors, Kencon Constructors/Construction Managers, LTD was selected to submit an estimate and project schedule for this Project.  

Kencon Constructors/Construction Managers, LTD is a small business that has committed through the JOC Program a 23% Minority/Women Business Enterprise and 3% African-American Business subcontractor participation. 

 

Discretionary Contracts Disclosure Form, as required by the City’s Ethics Ordinance for all projects, where subjective criteria are used to select the contractor or consultant rather than by low bid, is attached.

 

 

ISSUE:

 

This ordinance for the Metro Health Lab Project, located in Council District 3, authorizes a task order to a Job Order Contract with Kencon Constructors/Construction Managers, LTD in the amount of $832,810.00.

 

The City intends to renovate lease space in TCID Building 533 for use as new labs for Metro Health.  This Project will renovate and reconfigure the leased space to meet the requirements for Metro Health’s new labs, including partial interior demolition, relocation of casework, new countertops, walls, ceiling, flooring and lighting, and modifications to the existing HVAC, fire alarm and plumbing systems. Project will begin in December 2016 and estimated to be completed by April 2017. 

 

 

ALTERNATIVES:

 

As an alternative, this Project could be delivered utilizing another delivery method. However, considering the additional time required for another solicitation process, this would affect the timely completion of the Project and potentially impact the San Pedro Creek project.

 

 

FISCAL IMPACT:

 

This ordinance authorizes a Job Order Contract in the amount of $832,810.00 payable to Kencon Constructors/Construction Managers, LTD to provide renovations for the Metro Health Lab Texas Center for Infectious Disease Project located in Council District 3 and appropriates $138,446 in Local Grant Contributions for the project.  The remaining funds are available from the FY 2017 Facilities Fund Adopted Budget, and the FY 2017 General Fund Health Budget.

  

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance authorizing a task order to a Job Order Contract in the amount of $832,810.00 to Kencon Constructors/Construction Managers, LTD for the Metro Health Lab Project.
