SUBJECT:

 

Civil Engineering Design Services Agreement Amendment: Fredericksburg Road (North Flores Street to West Woodlawn Avenue) Project (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance approving the execution of an amendment in the increased amount not to exceed $131,962.00 to the $955,588.22 Civil Engineering Design Services Agreement with Poznecki-Camarillo, Inc. for design and construction services for additional joint-bid utility work related to the Fredericksburg Road (North Flores Street to West Woodlawn Avenue) Project, a 2017 Bond funded project, located in Council District 1. Of this amendment amount, funds in the amount of $131,962.00 will be reimbursed by San Antonio Water System for the necessary adjustments to their existing infrastructure related to the Fredericksburg Road (North Flores Street to West Woodlawn Avenue) Project. Funding is available from 2017- 2022 General Obligation Bond Program and is included in the FY 2021 - FY 2026 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, voters approved the 2017 Bond Program, which authorized $8,000,000.00 for the Fredericksburg Road (North Flores Street to West Woodlawn Avenue) project located in Council District 1. The project will provide for the conversion of the existing four-lane roadway to a three-lane roadway from North Flores Street to Cincinnati Avenue, including bike and pedestrian amenities; and the conversion of the existing four-lane roadway to a two-lane roadway from Cincinnati Avenue to Craig Place, including on-street parking with enhanced pedestrian amenities. Also included as part of this project are new sidewalks, curbs, driveway approaches, traffic signal upgrades and drainage improvements. 

 

Previous Council Action

On October 5, 2017, City Council approved a Civil Engineering Design Services Agreement with Poznecki-Camarillo, Inc. in an amount not to exceed $955,588.22 for the design and construction phase services for the Fredericksburg Road (North Flores Street to West Woodlawn Avenue) project through Ordinance 2017-10-05-0742. There have been no previous amendments to this contract. The proposed amendment for additional design and construction services will increase the contract by $131,962.00 to a total contract amount of $1,087,550.22.

This amendment will authorize and compensate Poznecki-Camarillo, Inc. for additional engineering design, bid, construction and close-out phase services for the requested SAWS utility work. 

 

 

ISSUE:

 

This ordinance approves the execution of an amendment in the increased amount not to exceed $131,962.00 to the $955,588.22 Civil Engineering Design Services Agreement with Poznecki-Camarillo, Inc. for design and construction services for additional joint-bid utility work related to the Fredericksburg Road (North Flores Street to West Woodlawn Avenue) Project, a 2017 Bond funded project, located in Council District 1. Of this amendment amount, funds in the amount of $131,962.00 will be reimbursed by San Antonio Water System for the necessary adjustments to their existing infrastructure related to the Fredericksburg Road (North Flores Street to West Woodlawn Avenue) Project.

 

After the design was underway, it was identified that SAWS would require adjustments and relocation of their respective utilities associated with the project. To keep the project on track and expedite the completion of the associated utility work, SAWS has agreed to joint-bid with the City. This amendment will authorize and compensate Poznecki-Camarillo for the design and construction phase services needed to complete SAWS utility work associated with the Fredericksburg Road (North Flores Street to West Woodlawn Avenue) project. 

 

Upon approval of this amendment, the project’s design is anticipated to be completed in February 2021.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to approve this contract amendment and require SAWS to advertise the associated utility work related to this project. However, considering the City will lose the opportunity to collaborate with SAWS, which will require SAWS to design and construct their adjustments and relocations before the City can complete the project's construction. This will delay the timely completion of the project resulting in an extended inconvenience to the public. 

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount not to exceed $131,962.00 payable to Poznecki-Camarillo, Inc. Of this amount, $131,962.00 will be reimbursed by SAWS for additional engineering design, bid, construction and close-out phase services for the requested SAWS utility work. Funds are available from 2017 - 2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of the execution of an amendment to the Civil Engineering Design Services Agreement with Poznecki-Camarillo, Inc. in an increased amount not to exceed $131,962.00 for additional design services relating to the 2017 Bond Fredericksburg Road (North Flores Street to West Woodlawn Avenue) project.
