SUMMARY:
 
An ordinance for the construction of Ingram Road from Culebra to Mabe, accepting the lowest responsive bid and awarding a construction contract, including an additive alternate, in the amount of $4,806,946.35, authorized payable to Capital Excavation Company, a voter approved 2012-2017 Bond-funded Project, located in Council District 6.  Of this amount, $348,355.00 will be reimbursed by San Antonio Water Systems (SAWS).
 
BACKGROUND INFORMATION:
 
Project Background
The 2012-2017 General Obligation Bond Program authorized $7,814,000.00 for funding of Ingram Road, Culebra to Mabe, and of that, $4,806,946.35 will be used for construction.  The balance of the Project funds approved by voters is used for design services, environmental services, advertising, property acquisition and project management.
 
This project provides for the reconstruction and widening of approximately one half mile of Ingram Road from Culebra to Mabe to four 11-foot lanes, including 4 foot concrete raised median, curbs, sidewalks, driveway approaches, and approximately 1,700 linear feet of dedicated bicycle lanes from Mabe to Culebra providing connectivity to existing  bicycle lanes along Culebra Rd.  In addition traffic and drainage improvements will be done with this project.  
 
This project ties into the Ingram Road Low Water Crossing Project completed in May 2012 by Bexar County in which a 1,716 foot bridge was built and the roadway was increased to 4 lanes.  
 
Coordination with the businesses and adjacent apartment complexes will be made to ensure accommodations are in place to maintain accessibility during construction.  Some of those accommodations include: maintaining two-way traffic during the duration of the project; providing temporary driveway access to residential and commercial properties; and phasing the construction work to minimize traffic inconveniences to the traveling public.
 
Project construction is anticipated to begin in January 2015 and estimated to be completed by March 2016.  Construction activities will take place six days a week, sun up to sun down.
 
 
Procurement of Services
This Project was advertised for construction bids in October 2014 in the San Antonio Hart Beat, on the City's website, on the Texas Electronic State Business Daily, on TVSA and through the TCI Small Business Office.  Plans also were available for review by potential bidders at the office of Lockwood, Andrews & Newman, Inc (LAN), 10101 Reunion Place, Ste. 200, San Antonio, Texas, 78216.  Bids for this Project were opened on October 28, 2014 and six (6) bidders responded.  Of these, Capital Excavation Company submitted the lowest responsive bid.  A matrix of the bid outcome is included herein as Attachment 2.
 
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 17% Minority/Women Business Enterprise (M/WBE) subcontracting goal and 1% African American Business Enterprise (AABE) subcontracting goal. The Economic Development Department approved a partial waiver submitted by Capital Excavation Company because the contractor demonstrated a good faith effort to provide subcontracting opportunities for small, minority, and women-owned businesses.
 
 
 
ISSUE:
 
This ordinance accepts the lowest responsive bid and awards a construction contract, including one (1) additive alternate, in the amount of $4,806,946.35, of which $348,355.00 will be reimbursed by SAWS, authorized payable to Capital Excavation Company, for construction of Ingram Road (Culebra Road to Mabe Road), a 2012-2017 Bond funded project, located in Council District 6.  
 
This contract provides for the reconstruction and widening of approximately one half mile of Ingram Road to four 11-foot lanes, including 4 foot concrete raised median, bicycle lanes, curbs, sidewalks, driveway approaches and traffic and drainage improvements.  The additive alternate included as part of this contract includes sidewalk improvements along Mabe and a mill and overlay of Mabe.  Project construction is anticipated to begin in January 2015 and estimated to be completed by March 2016.
 
Coordination with the businesses and adjacent apartment complexes will be made to ensure accommodations are in place to maintain accessibility during construction.  Some of those accommodations include: maintaining two-way traffic during the duration of the project; providing temporary driveway access to residential and commercial properties; and phasing the construction work to minimize traffic inconveniences to the traveling public.
 
 
ALTERNATIVES:
 
As an alternative, City Council could choose not to award this contract and require staff to re-advertise this Project.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of this Project.
 
 
FISCAL IMPACT:
 
This is a one-time capital improvement expenditure in the amount of $4,806,946.35, authorized payable to Capital Excavation Company. Of this amount, $348,355.00 will be reimbursed by SAWS for its work. Funds are available from the 2012-2017 General Obligation Bonds and are included in the FY 2015-2020 Capital Improvement Budget.
 
 
RECOMMENDATION:
 
Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $4,806,946.35, authorized payable to Capital Excavation Company, for construction of Ingram Road (Culebra to Mabe) Project.
