Contract Award: (Construction Services) Central Library Chiller Replacement
SUMMARY:
An Ordinance for the Central Library Chiller Replacement Project, awarding a construction contract to EZ Mechanical, Inc. in an amount not to exceed $599,400.00, a 2012-2017 General Obligation Library Bond-funded Project located in Council District 1.
BACKGROUND INFORMATION:
Project Background
On May 12, 2012, San Antonio voters approved the 2012-2017 Bond Program, including $4,000,000.00 for renovations, repairs, upgrades and space reconfiguration at the Central Library facility located in Council District 1. The improvements identified for the library have been divided into smaller projects to decrease the amount of interruptions to the Library patrons, staff and administration. Various individual projects have been planned to complete improvements, renovations, and major upgrades to the facility for a total amount of $4,000,000.00. In addition to the Chiller Replacement Project, the 2012 Bond Project at Central Library has completed the following improvements:
• First Floor Public Restroom Renovation
• Carpet Replacement on Floors Two, Five, and Six
• Exterior Building Signage
• Public Elevator Replacements
• Teen Center Renovation
This Project will remove and replace two existing water-cooled chiller units original to the building construction of 1995 (20 years old in 2015). The new chillers, each sized at 500-tons, will have capacity matching the chillers being replaced to serve the existing library building. The two chillers complement each other, providing redundant capacity to enable maintenance activities while sustaining operation. One of the current chiller units is non-operational and no redundancy currently is provided. The project is being designed to meet efficiency standards that enable the City to benefit from CPS Energy rebate programs, as they are available. This replacement is expected to qualify for energy savings Step 2 Rebate from CPS Energy with a potential rebate estimated at $75,000.00 for each chiller replaced and is paid to the City of San Antonio following completion of the work and verification by CPS Energy. However, rebate programs are subject to change and cannot be guaranteed. Project construction is anticipated to begin in December 2015 and is estimated to be completed in June 2016.
Procurement of Services
Bids were released in October 2015. This bid was advertised in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA. Bids for this project were opened on October 27, 2015 and three bidders responded. Of these, EZ Mechanical, Inc., submitted the lowest responsive bid. A matrix of the bid outcome is included herein.
EZ Mechanical has met or exceeded the SBEDA goals for this project by committing to 15 % Minority/Women Business Enterprise (M/WBE) and 5% African American Business Enterprise (AABE) subcontractor participation.
ISSUE:
This ordinance for the Central Library Chiller Replacement Project awards a construction contract to EZ Mechanical, Inc., in an amount not to exceed $599,400.00, a 2012-2017 General Obligation Library Bond-funded Project located in Council District 1.
This contract provides for the replacement of two existing chiller units original to the building construction of 1995 and is being designed to meet efficiency standard, enabling the City to benefit from CPS Energy rebate programs, as available. Project construction is anticipated to begin in December 2015 and estimated to be completed in June 2016.
ALTERNATIVES:
As an alternative, this project could be delivered utilizing another delivery method. However, considering the additional time required for another solicitation process, this adversely would affect the timely completion of the Project.
FISCAL IMPACT:
This is a one-time capital improvement expenditure in the amount of $599,400.00 payable to EZ Mechanical, Inc. Funds are available from 2012-2017 General Obligation Bond Program and are included in the FY 2016-2021 Capital Improvement Budget.
RECOMMENDATION:
Staff recommends approval of this ordinance for Central Library Chiller Replacement Project, a 2012-2017 Bond funded Project, located in Council District 1, authorizing a construction contract in an amount not to exceed $599,400.00 to EZ Mechanical, Inc.
