Contract Award: (Job-Order Contract) Terminal Services Office Relocation at San Antonio International Airport Project
SUMMARY:
An ordinance authorizing a task order to a Job Order Contract (JOC) with Davila Construction Inc. in an amount not to exceed $200,000 for the relocation of the Terminal Services Office from Terminal A to Terminal B to accommodate the renovation and expansion of the Federal Inspection Station Facility at the San Antonio International Airport, an Airport Capital Improvements Funds project, located in District 9.
BACKGROUND INFORMATION:
Federal law requires the United States Customs and Border Protection Agency (CBP) to process international visitors for both commercial and general aviation aircraft at designated airports. The CBP, located within the Commercial Federal Inspection Station Facility in Terminal A, at the San Antonio International Airport is currently undersized to accommodate San Antonio’s growing international air service. The FY 2017- 2022 Capital Improvements Budget provides for the expansion of the Commercial Federal Inspection Station in order to both comply with federal law and provide ample space for CBP to process visitors.
The Terminal Services Office manages the daily custodial duties, light maintenance, and signage operations. In order to allow for expansion of the Commercial Federal Inspection Station Facility, the Terminal Services Office will need to be relocated from Terminal A to Terminal B. This project provides for the renovation and remodel of an existing 1,017 square ft. office space in Terminal B. The interior renovation includes finishes, mechanical, electrical, lighting, plumbing, telecommunications and fire building systems, and the newly renovated office space will provide two offices and five workstations. There will be no interruption to the visitor experience as the work will be done outside of the public area. The Terminal Services Office will remain in their existing location until the new office is constructed. Construction is anticipated to begin February 2017 and is estimated to be completed in April 2017.
Previous Council Action
On April 30, 2015, City Council approved Ordinance 2015-04-30-0341 authorizing the execution of a Professional Services Agreement with CNG Engineering, PLLC for professional design services related to the expansion of the Commercial Federal Inspection Station and Ordinance 2015-04-30-0342 authorizing the execution of Construction Manager at Risk contract to design and construct the renovation and expansion of the existing 25,000 square foot Commercial Federal Inspection Station to a 39,000 square feet facility which will allow Customs and Border Patrol agents to process up to 800 international passengers during peak hours.
Procurement of Services
This Project was selected to utilize the Job Order Contracting (JOC), an alternative Project delivery method which ten contractors were approved through Ordinance 2015-01-15-0013 by City Council on January 15, 2015. The use of the JOC delivery method has provided the City with on-call construction, renovation and maintenance services for City buildings and facilities. Assignment of JOC contractors to specific jobs is based on the contractor’s current workload, overall capacity, familiarity with a specific facility, cost, expertise and/or managing a specific trade needed to carry out the requested repair or rehabilitation. Of the ten contractors, Davila Construction Inc. was selected to submit an estimate and project schedule for this Project.
Davila Construction Inc. is a small, minority-owned business that has committed to 23% Minority/Women Business Enterprise and 3% African-American Business subcontractor participation.
Discretionary Contracts Disclosure Form, as required by the City’s Ethics Ordinance for all Projects, where subjective criteria are used to select the contractor or consultant rather than by low bid, is attached.
ISSUE:
This ordinance authorizes a task order to a Job Order Contract (JOC) with Davila Construction Inc. in an amount not to exceed $200,000 for the relocation of the Terminal Services Office from Terminal A to Terminal B to accommodate the renovation and expansion of the Federal Inspection Station Facility at the San Antonio International Airport, an Airport Capital Improvements Fund project.
ALTERNATIVES:
As an alternative, this Project could be delivered utilizing another delivery method. However, considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project.
FISCAL IMPACT:
This is a one-time capital improvement expenditure in the amount not to exceed $200,000 authorized payable to Davila Construction Inc. Funds are available from the Terminal A Renovations Refurbishment Phase II project and are included in the FY 2017- 2022 Capital Improvements Program.
RECOMMENDATION:
Staff recommends approval of this ordinance authorizing a task order to a JOC in an amount not to exceed $200,000 to Davila Construction Inc. for the Terminal Services Office Relocation Project.
Council award for the construction of the new Federal Inspection Station is scheduled for February 2, 2017.
