Strategic Multi-Modal Transportation Plan Consultant Contract Award
 
 
SUMMARY:
 
An Ordinance authorizing the negotiation and execution of a professional services agreement with Parsons Brinckerhoff, Inc., in the amount not to exceed $2,750,000.00 for consultant services pertaining to the Strategic Multi-Modal Transportation Plan, a City-wide project.  Funding has been identified from the Metropolitan Planning Organization (MPO) through the Texas Department of Transportation (TxDOT) as approved within the FY 2014 - FY 2017 MPO Transportation Improvement Program (TIP) and budgeted from the General Fund.
 
BACKGROUND INFORMATION:
 
Project Background
This Project is intended to create a Strategic Multi-Modal Transportation Plan for the City of San Antonio and its Extraterritorial Jurisdiction (ETJ), to help implement the regional plan adopted by the Metropolitan Planning Organization (MPO).  A Strategic Multi-Modal Transportation Plan is a tool to help identify future transportation needs brought on by development and population growth. Finding solutions to help the transportation network evolve and handle the growth in San Antonio is critical. The Plan will consider various modes (walking, cycling, automobiles, public transit, rail and freight) and connections among modes.  It will examine the relationships between modes including freight and rail.
 
The scope of work for the Strategic Multi-Modal Transportation Plan for the City will articulate the City's transportation strategy and project prioritization method. The Plan will serve as a tool that can be utilized in subsequent years by San Antonio departments and policy makers to analyze annual transportation priorities to best meet overall community short-term and long-term goals.
 
 
The end product will provide the analysis and recommendations for a Project Prioritization System, a tool used to identify future Capital Improvement Projects, updates to the City's Major Thoroughfare Plan and updates to City Transportation Policy.
 
The Strategic Multi-Modal Transportation Plan Project will be funded by a federal reimbursement, through Texas Department of Transportation, of $2,000,000.00 approved in the Metropolitan Planning Organization Transportation Improvement Plan for FY 2014-2017 as well as local City match funds of $1,000,000.00 approved in the FY 2014 Adopted Budget for FY 2015 and FY 2016, at $500,000.00 annually.
 
Procurement of Services      
A Request for Qualifications (RFQ) was advertised in June 2014 in the San Antonio Hart Beat, on the City's website, on the Texas Electronic State Business Daily, on TVSA and through the TCI Small Business Office. Responses were due on July 21, 2014 and six (6) firms responded to the RFQ.
 
A selection committee consisting of representatives from the Metropolitan Planning Organization, City Manager's Office, Planning and Community Development, and Transportation and Capital Improvements evaluated and ranked the submissions. The selection committee evaluated and scored the proposals. Scoring was based on the published evaluation criteria in the RFQ, which included: Background, Experience and Qualifications of Prime Firm, Key Personnel and Key Sub-Consultants, including Co-Respondent, Joint Venture Party or Partner; Proposed Project Approach / Management Plan;  and Team's Experience with Regional Issues similar to San Antonio Metropolitan Area. The Disadvantaged Business Enterprise (DBE) program of the State of Texas is utilized in place of SBEDA.
 
The Disadvantaged Business Enterprise (DBE) program of the State of Texas is to be utilized in place of SBEDA (Small Business Economic Development Advocacy) to ensure compliance with federal regulations since this contract will be partially funded with federal funds.  The DBE goal that has been established for this contract is 15%.  A disadvantaged business enterprise is generally a for-profit small business that is at least 51% owned by one or more individuals who are both socially and economically disadvantaged and whose management and daily business operations are controlled by one or more of the socially and economically disadvantaged individuals who own it.  The consultant under this contract must meet or show good faith efforts to achieve the 15% DBE goal as defined by federal regulations.
 
Following the initial scoring, two firms were shortlisted for interviews. During the interview process, the firms presented more detailed information to include their related experience on similar projects and with issues similar to those in the San Antonio region, their plans for public stakeholder involvement and outreach, their team members, and project management approach specific to this project.
 
Previous Council Action                                                                                                                        In June, 2014, Council approved the Advanced Funding Agreement with the Texas Department of Transportation, in the amount of $2,000,000.00, for the Strategic Multi-Modal Transportation Plan through Ordinance 2014-06-19-0449. As a Local Agency Management (LAM) project, the City must follow federal requirements to ensure reimbursement from TxDOT.
 
 
ISSUE:
 
An Ordinance authorizing the negotiation and execution of a professional services agreement with Parsons Brinckerhoff, Inc., in the amount not to exceed $2,750,000.00  for consultant services pertaining to the Strategic Multi-Modal Transportation Plan. Funding has been identified from the Alamo Area Metropolitan Planning Organization (MPO) through the Texas Department of Transportation (TxDOT) as approved within the FY 2014 - FY 2017 MPO Transportation Improvement Program (TIP) and budgeted from the General Fund.
 
The consultant contract with Parsons Brickerhoff, Inc. will provide the City of San Antonio with the first Strategic Multi-Modal Transportation Plan to guide Transportation Planning today and in the future. The contract will fulfill three primary components: 1.) Update to the City's transportation multi-modal plans and policies 2.) Update to the City's Major Thoroughfare Plan 3.) Provide the analysis and recommendations for a Project prioritization system.  These tasks are not anticipated to occur in a sequenced manner, but rather as an iterative process throughout the duration of the project. Extensive public outreach will touch every facet of the plan to understand the transportation needs of our community.
 
Along with the prime consultant, Parsons Brinkerhoff, several sub consultants will be proving their knowledge and expertise to the SMMTP. The firms and areas of focus are as follows:

The contract with Parsons Brinckerhoff will engage the firm for a duration of 18 months to complete the tasks contained within the contract.
 
Approval of this ordinance will allow the City to develop the Strategic Multi-Modal Transportation Plan for the future of the City and its residents, workers, businesses and visitors.
 
ALTERNATIVES:
 
As an alternative, City Council could choose not to approve; however, the City will lose the opportunity begin the Strategic Multi-Modal Transportation Plan, and need to start over with a new procurement process.  This would then delay key coordination between the Strategic Multi-Modal Transportation Plan and the Comprehensive Plan which is currently on a similar schedule.
 
 
FISCAL IMPACT:
 
This ordinance allows the City to negotiate and enter into a contract with Parsons Brinckerhoff, Inc. to provide consultant services for the Strategic Multi-Modal Transportation Plan. The award, not to exceed $2,750,000.00 will have a reimbursement of an estimated amount of $2,000,000.00 from TxDOT. The local City match of $1,000,000.00 will be paid from the General Fund at $500,000.00 in FY 2015 and $500,000.00 in FY 2016 and is included in the FY 2015 - FY 2020 Capital Improvements Program.
 
RECOMMENDATION:
 
Staff recommends authorizing the award of a consultant contract to Parsons Brinckerhoff, Inc. for the Strategic Multi-Modal Transportation Plan.
