Summary:
This item is to approve the conceptual design by pre-qualified artist David Dahlquist for 2012-2017 Bond District 5 Elmendorf Lake Public Art Project.
Background Information:
As the result of the City of San Antonio’s 2012-2017 Bond Program, the Elmendorf Lake in District 5 has been identified as a public art opportunity. On April 2, 2015 PASA completed the process to update new additions to the public art pre-qualified roster. In September PASA established an artist selection panel of four panelists: Bill Pennell, COSA Parks and Recreation Department; Deborah Vasquez, District 5 art professional; Abigail Rodriguez, Westside Creeks Restoration Oversight Committee, District 5; Susan Powers, community representative, District 5, Linear Creeks Board Member 2013-2015; and Ernesto Olivo, San Antonio Arts Commission District 5 appointee.
The artist selection panel convened to review the public art opportunity and artist qualifications, evaluated and scored a shortlist of artists, reviewed and discussed finalists, and selected two artists to interview. On September 25, 2015 the artist selection panel interviewed two artists and recommended pre-qualified artist David Dahlquist for the District 5 Elmendorf Lake public art opportunity. David Dahlquist is a nationally-recognized public artist and teacher based out of Des Moines, Iowa. His commissions for private, public, and institutional clients range from tilework and sculpture to major architectural installations. Since 1988, he has completed more than 60 large-scale public commissions across the country.

Issue:
Approval of conceptual design will allow artist to move forward into schematic and final design.
Alternatives:
Should conceptual design not be approved, the artist will be asked to bring back conceptual design to the Public Art Committee for review.
Fiscal Impact:
The public art opportunity for the District 5 Elmendorf Lake was approved by City Council and is funded through the one percent for public art allocation as part of the 2012-2017 Bond Program, Proposition 3: Drainage & Flood Control Improvements in the amount of $190,000. No additional funds will be encumbered.
Recommendation:
Staff recommends the approval of the District 5 Elmendorf public art opportunity conceptual design as presented.
