Professional Services Agreements for On-Call Environmental Abatement Services

 


SUMMARY:


An ordinance authorizing two on-call environmental abatement services agreements with TLI Environmental Services, Inc. and South West Texas Environmental Contractor, Inc., each in an amount not to exceed $750,000.00 per year for a term of one year term with the option to renew for up to three additional one-year extensions to provide on-call environmental abatement services related to Transportation and Capital Improvement projects located City-wide.

 

 

BACKGROUND INFORMATION:


The Transportation & Capital Improvements Department (TCI), through its Environmental Management Division (EMD), oversees environmental abatements and remediation activities.  Staff utilizes these on-call environmental abatement contracts on an as-needed basis to assist with various abatements of asbestos, lead and mold from City properties. 

 

There is environmental work associated with the current and future City capital improvement projects, federally funded transportation projects and the 2017-2022 Bond Program.  These on-call contracts will allow staff to continue addressing abatement and remediation strategies for capital projects and adhere to the current construction schedule.  However, the City makes no minimum guarantee pertaining to the volume of work that may be expected from each consultant under these on-call contracts.

 

A Request for Proposal (RFP) for Professional Environmental Abatement Services was released on March 10, 2017.  Four firms responded and submitted their Proposals.  A selection committee made up of City staff from Center City Development and Operations (CCDO), Health and TCI evaluated and scored the Proposals based on the published evaluation criteria, which included experience; background and qualifications of the firms; their subconsultants and key personnel; the firms' project approach and management plan; fee schedule; and teams experience with San Antonio region issues.  The selection committee recommends that contracts be awarded to the two firms.  The required Contracts Disclosure Forms are attached.

 

The on-call services will extend to federal projects, which require compliance with Disadvantaged Business Enterprise (DBE) requirements.  A 10% DBE goal has been outlined for the professional abatement services.

 

 

ISSUE:


This ordinance authorizes the execution of two on-call environmental abatement services agreements with TLI Environmental Services and South West Texas Environmental Contractor, Inc., each in an amount not to exceed $750,000.00 per year for one-year term with the option to renew for three one-year extensions to provide on-call environmental abatement services related to transportation and capital improvement projects located City-wide.  Services provided by these agreements include on-call environmental abatement services related to transportation and capital improvement projects.  The services under this contract include removal of lead, asbestos and mold from existing and new City facilities.

 

 

ALTERNATIVES:


As an alternative option, the City could release another Request For Proposals (RFP) for each project as needs are identified.  However, this will result in delaying environmental work, and impeding the City’s ability to comply with local, state and federal environmental regulations.

 

 

FISCAL IMPACT:


Each of the agreements shall have a value not to exceed $750,000.00 per year. Each renewal of the respective agreements shall be for identical terms and subject to available funding. No funds are appropriated by this action. Funds for this contract shall be allocated from specific project funds at the time the work is required. Amounts will be transferred from available funding sources identified within the scope and source, as projects are assigned by various City departments. The City makes no minimum guarantee pertaining to the volume of work that may be expected from each vendor under these two on-call contracts.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance, authorizing two agreements for on-call environmental abatement services.
