Reason for request:       A Council Consideration Request (CCR) was received by Councilwoman Gonzales' office on November 12, 2014 requesting a street name change for Alta Vista (an alley) to recognize Jaime P. Martinez as founder and President of the Cesar E. Chavez LULAC Council No. 4626 in San Antonio, Texas and founder of the Cesar E. Chavez March for Justice.
 
General Location:  Between S. Navidad and S. Trinity Streets
 
Recommendation:  Staff recommends approval
 
BACKGROUND INFORMATION:
 
Planning Commission Hearing Date:  December 3, 2014
 
Location: Alta Vista St. (an alley) between S. Navidad and S. Trinity Streets
 
Street segment size:  Approximately 1,450 linear feet
 
Notices:
 
Notices were mailed November 27, 2014
-to 49 property owners abutting the street proposed for a name change
-Notice sent to the Collins Garden Homeowners Association
-To the present, staff has received no written response from the adjacent property owners
Analysis:
 
The segment of the street consists of approximately one thousand four hundred fifty (1,450) linear feet. (Attachment 2) A total of forty-nine (49) residential properties abut this segment.
 
A.      Inter-jurisdictional Review:
 
In accordance with Section 6-675 of the City Code, the following agencies reviewed the proposed street name change request:
·      Alamo Regional Mobility Authority.
·      Bexar County;
·      Bexar Metro 9-1-1 Network;
·      City Public Service ("CPS") Energy;
·      San Antonio Independent School District;
·      San Antonio Water System ("SAWS");
·      TXDOT;
·      United States Postal Service ("USPS"); and
·      VIA Metropolitan Transit.
 
The City of San Antonio did not receive any objections or concerns to the proposed street name change from these agencies. The USPS updated their approval the proposed street name on November 14, 2014, in accordance with Sections 6-675 of the City Code and 35-506(h)(1) of the Unified Development Code ("UDC") (ATTACHMENT 3).
 
The fees associated with the request total $2,426.14, which the applicant has paid.  The fees apply to $1000.00 application fee, $220.50 notification fee, and an estimated cost of $1,205.64 for signage manufacturing and installation for three (3) signs.  Public notice was sent out to the 49 affected property owners; however, no properties will require a change of address they all front Jean, Angela and Cibolo Streets.
 
B.      Interdepartmental Review:
 
All City Departments reviewed the proposed request in accordance with Section 6-675 of the City Code. There were no objections or concerns to the proposed change or new street name from other City Departments.
 
ISSUE:
 
None.
 
ALTERNATIVES:
 
Denial of the street name change request will result in the alley remaining as Alta Vista St. and will not cause any health and safety issues.
 
 
 
 
FISCAL IMPACT:
 
The estimated costs for the project include an application fee of $1,000.00, notification fee of $220.50, and COSA sign replacement fee $1,205.64.  Funds for the application and notification fees are included in the Development Services FY 2015 budget and funds for the sign replacement fee are included in the TCI FY 2015 budget.
 
RECOMMENDATION:
 
In accordance with Section 6-672(d) of the City Code, a change of an existing street name should be done only for a significant reason.  A significant reason includes, but not limited to, to honor a person, place, institution, group, entity, or event. A City Council Request was approved to recognize Mr. Jaime P. Martinez.
 
Thus, the proposed name change meets the name change criteria of Section 6-672(d) of the City Code and staff recommends approval.
