SUBJECT: Downtown Streets Reconstruction: Main, San Pedro and Navarro

 

 

SUMMARY:

 

Consideration of the following actions related to the Downtown Streets Reconstruction - Main, San Pedro and Navarro Project, a 2012 - 2017 General Obligation Bond funded project, located in Council District 1:

 

A)                     An ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $5,448,793.58 to Jordan Foster Construction, LLC, a 2012-2017 General Obligation Bond-funded project, of which $1,138,991.50 will be reimbursed by SAWS and $717,775.50 will be reimbursed by CPS Energy for joint-bid utility work associated with the construction of the Project.

 

B)                     An amendment to Ordinance No. 2016-04-14-0277 approved by the City of San Antonio City Council on April 14, 2016 increasing the closure, vacation, abandonment and transfer of public rights-of-way from a 0.171-acre segment to approximately 0.196-acre segment.

 

 

 BACKGROUND INFORMATION:

 

A.                     The Main, San Pedro and Navarro project is funded in the 2012-2017 Bond Program and will implement a roundabout at the 5-legged intersection of N. Main Ave., San Pedro, Navarro and Camden.  This project will provide new concrete curbs, sidewalks and driveways, new asphalt pavement within the 5-legs leading into the roundabout and new concrete pavement within the roundabout circle.  There will be raised medians and crosswalks to better facilitate pedestrian traffic through the intersection, new street and pedestrian lighting will be included and landscape plantings and trees will be added.  There is ongoing coordination with Public Art San Antonio (PASA) for an art component at the center of the roundabout island.

 

The roundabout offers a remedy to the confusing configuration present today and will greatly improve vehicular navigation and safety and provide a gateway into downtown San Antonio. 

 

SAWS water, sewer and CPS gas will be upgrading their infrastructure within the project limits.

 

This Project is in coordination with the Office of Historic Preservation, PASA, SAISD, local businesses and property owners and the District 1 council office.

 

B.                     Ordinance No. 2016-04-14-0277 authorized the closure and transfer of approximately 0.171 acres of public right of way consisting of portions of Jackson Street, Buffalo Run, and N. Main Ave in NCB 789.  This closure was necessary to off-set acquisitions needed from three separate parcels along San Pedro Ave. in order to complete design of the Main, San Pedro and Navarro project.

 

As a result of continuous negotiations with these three landowners, amendments were made to the project design that required additional right of way along San Pedro Ave. making it necessary for the City to release an additional 2 foot strip of right-of-way along portions of Jackson Street, Buffalo Run, and N. Main Ave in NCB 789 that will allow for sufficient real estate for development.

 

Procurement of Services

 

This Project was advertised for construction bids in October 2016 in the San Antonio Hart Beat,

the City of San Antonio Bidding and Contracting Opportunities website, Texas Electronic State

Business Daily and on TVSA.  Bids for this Project were opened on November 8, 2016 and four (4) bidders responded. Of these, Contractor submitted the lowest responsive bid. 

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract.  The Goal Setting Committee set a 20% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 1% African American Business Enterprise (AABE) subcontracting goal and Jordan Foster has committed to meeting both of these subcontractor goals. 

 

This construction contract was developed utilizing the low bid process; therefore, a Discretionary

Contracts Disclosure Form is not required.

 

 

ISSUE:

 

A)                     An ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $5,448,793.58 to Jordan Foster Construction, LLC for the Downtown Streets Reconstruction - Main, San Pedro and Navarro Project, a 2012-2017 Bond-funded project located in Council District 1.  Of this amount, $1,138,991.50 will be reimbursed by SAWS and $717,775.50 will be reimbursed by CPS Energy for joint-bid utility work associated with the construction of the project, located in Council District 1.

 

During construction there will be at least one lane open on each of these streets. For approximately 3-4 months, San Pedro from Navarro to Quincy will be closed and southbound traffic will be diverted to Main Avenue. Construction is anticipated to begin in January 2017 and is estimated to be completed in October 2017. Construction activities will take place sunrise to sunset, six days a week.

 

B)                     An amendment to Ordinance No. 2016-04-14-0277, approved by the City of San Antonio City Council on April 14, 2016 increasing the closure, vacation, abandonment and transfer of public rights-of-way from a 0.171-acre segment to approximately 0.196-acre segment.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to approve these additional services and move forward with the original design; however, this would require future improvements to the south side of Commerce Street, prolonging construction in this area and adversely affecting local businesses and transportation.

 

 

FISCAL IMPACT:

                     

This is one-time capital improvement expenditure in the amount of $5,448,793.58 authorized payable to Jordan Foster Construction, LLC, of which $1,138,991.50 will be reimbursed by SAWS, and $717,775.50 will be reimbursed by CPS Energy. Funds are available from the 2012-2017 General Obligation Bonds and 2012 Certificates of Obligation Bonds and are included in the FY 2017-2022 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance, accepting the lowest responsive bid and awarding a construction contract in the amount of $5,448,793.58 payable to Jordan Foster Construction, LLC; and approval of an amendment to Ordinance No. 2016-04-14-0277 for the Downtown Streets Reconstruction - Main, San Pedro and Navarro Project.
