Contract Award: Animal Care Services Parking Lot Expansion (FY 2020 Deferred Maintenance Project)

 

                     

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract including an additive alternate to All In Construction in the amount of $256,399.39 for the Animal Care Services Parking Lot Expansion project, a FY 2020 Deferred Maintenance funded project, located in Council District 6.  Funds are available from the FY 2020 Deferred Maintenance Program and are included in the FY 2020 - FY 2025 Capital Improvement Program. 

 

 

BACKGROUND INFORMATION:

 

On May 6, 2017, $595,000.00 was approved as part of the FY 2020 Deferred Maintenance Program for the design and construction of additional parking and related improvements associated with the Animal Care Services Parking Lot Expansion project located in Council District 6. 

 

The Animal Care Services campus serves approximately 90,000 to 100,000 customers per year.  A high volume of these customers during the facility’s peak hours are currently being forced to park on the side of the road which blocks traffic posing safety concerns.  This project will provide for the construction of a total of 95 additional parking spaces to address the increase in visitors during peak hours and provide additional secured parking for Animal Care Service’s fleet vehicles.  Construction is anticipated to begin September 2020 and estimated to be completed by January 2021.

 

Procurement of Services

This project was advertised on April 22, 2020 for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA, and through electronic bidding site CivCast.  Bids were opened on May 19, 2020 and nine (9) bids were received.  Of these, two respondents were deemed non-responsive and All In Construction submitted the lowest responsive bid.  A matrix of the bid outcome is included herein.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract. The Goal Setting Committee set a 27% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 4% African American Business Enterprise (AABE) subcontracting goal.  All In Construction has committed to meeting the subcontractor participation goal.

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid and awards a construction contract including an additive alternate to All In Construction in the amount of $256,399.39 for the Animal Care Services Parking Lot Expansion project, a FY 2020 Deferred Maintenance funded project, located in Council District 6.

This project will provide for the construction of a total of 95 additional parking spaces.  Of those additional parking spaces, 81 of them will be constructed to address the increase in visitors during peak hours; and, 14 of them accepted as an additive alternate of this contract will be constructed to provide secure parking for Animal Care Service’s fleet vehicles.  Construction is anticipated to begin September 2020 and estimated to be completed by January 2021.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise the project; however, the additional time required for another solicitation process would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $256,399.39 payable to All In Construction.  Funds are available from the FY 2020 Deferred Maintenance Program and are included in the FY 2020 - FY 2025 Capital Improvement Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract including an additive alternate to All In Construction in the amount of $256,399.39 for the Animal Care Services Parking Lot Expansion project.
