The closure, vacation, abandonment, and transfer of approximately 0.171 acres of public right of way consisting of portions of Jackson, Buffalo Run, and N Main Ave located in N.C.B. 789 and the granting of an associated aerial easement, both related to the Downtown Streets Reconstruction Project
SUMMARY: DEPARTMENT: TRANSPORTATION AND CAPITAL IMPROVEMENTS
A Resolution recommending the closure, vacation, abandonment, and transfer of approximately 0.171 acres of unimproved portions of Jackson, Buffalo Run, and N Main Ave, located in N.C.B. 789, City Council District 1. Additionally, staff requests approval of a resolution recommending the granting of an aerial easement for the construction of a portion of a parking garage over Public Street Right of Way, located on San Pedro Ave at N Main Ave. Both requests are related to the Downtown Streets Reconstruction Project, a 2012-2017 Bond Program project of the City.
BACKGROUND INFORMATION:
The Downtown Streets Reconstruction Project includes full reconstruction of the intersection of San Pedro Ave and N Main Ave. This is a 5-leg intersection, two of the legs being N Main Ave, the other three being San Pedro Ave, Camden, and Navarro. The proposed Project consists of a roundabout which allows more movement, improves navigation, removes angle accidents, provides gateway opportunities for more visitors to the downtown area, and also creates more green space. Additionally, the reconstruction will include raised medians to better facilitate vehicle and pedestrian traffic.
ISSUE:
A Resolution recommending the closure, vacation, abandonment, and transfer of approximately 0.171 acres located in N.C.B. 789, City Council District 1, the unimproved portions of Jackson, Buffalo Run, and N Main Ave. And a Resolution recommending an aerial easement for the construction of a portion of a parking garage over City of San Antonio Right of Way, located on San Pedro Ave at Buffalo Run.
ALTERNATIVES:
The Planning Commission could choose not to support this item; however, the closure, vacation, abandonment and transfer of approximately 0.171acres would result in a re-design of this Project which could be more costly and cause the City to maintain ownership of the property that has been identified for disposal, and the property will not be placed back on the tax rolls. Additionally, not supporting the granting of an aerial easement could restrict the Transportation and Capital Improvements department’s ability to negotiate with adjoining owners and complete the project in a timely and efficient manner.
FISCAL IMPACT:
This resolution recommends a one-time capital improvement expenditure in the amount not to exceed $450,000.00, payable to the selected title company. The values of these acquisitions are based on appraisals performed by Eckmann Groll, Inc., between March and July 2015. Funds are available within the Downtown Streets Reconstruction project from previously authorized 2012-2017 Bond Program funds and are included in the 2016-2021 Capital Improvements Program Budget.
RECOMMENDATION:
Staff Recommends Approval
