Paint & Rubber Removal Vehicle for the Aviation Department
 
 
SUMMARY:
This ordinance authorizes a contract with Waterblasting Technologies, Inc. to provide the Aviation Department with one high pressure, 40,000 psi water blasting paint and rubber removal vehicle for a total cost of $407,173.53.  Funding will be available from the FY 2014 Airport Operating and Maintenance Fund.
 
 
BACKGROUND INFORMATION:
The Aviation Department requires the ability to regularly remove rubber contamination and/or paint build up from concrete asphalt surfaces on the Aircraft Operations Areas (AOA) including taxiways, aprons and ramps at the San Antonio International Airport (SAIA). Airfield runways must provide adequate skid resistance to ensure the safe directional control and braking of aircraft operating on the surface. Contaminants such as rubber and paint build-up must be removed from AOA surfaces as required by the Federal Aviation Administration (FAA). The purchase of a rubber and paint removal vehicle will allow the Aviation Department to respond directly to rubber and paint build-up removal requirements in the AOA and to also address similar SAIA requirements for non-AOA areas.
 
The paint and rubber removal vehicle from Waterblasting Technologies, Inc. will be covered by a 3 year/36,000 mile bumper to bumper warranty, 5 year/100,000 mile drivetrain warranty, 2 year/24,000 mile emissions warranty, and a 6 year/100,000 mile rust through warranty for the Ford F550 Crew Cab. The water blasting components, hydraulic system, gearboxes, and vacuum pump will be covered by a 1 year parts and labor warranty.  The parts and labor warranty for the water tanks is 4 years and 2 years for the debris tank.
 
 
 
ISSUE:
The City issued an Invitation for Bid to provide the Aviation Department with one high pressure, 40,000 psi water blasting paint and rubber removal vehicle to remove paint and rubber build-up on airfield runways at the San Antonio International Airport on a regular basis.
 
The Small Business Economic Development Advocacy ordinance requirements were waived due to the lack of qualified SMWBE's available to provide the goods and services.
 
There were no bids submitted from local bidders for this contract; therefore, the Local Preference Program was not applied.
 
The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.
 
 
 
ALTERNATIVES:
Should this contract not be approved, the Aviation Department will continue to rely on a third party contractor to provide services and will not be able to respond directly to paint and rubber build-up problems on airport runways.  The removal of rubber deposits is necessary to fully comply with FAA regulations and ensure that runways are safe for aircraft operations. Any failure to provide this ability on a regular basis could negatively impact FAA compliance and safety to passengers traveling to and from the San Antonio International Airport.
 
 
 
FISCAL IMPACT:
The total cost for the purchase of one paint and rubber removal vehicle is $407,173.53 and will be funded through FY 2014 Airport Operating and Maintenance Funds.
 
 
 
RECOMMENDATION:
Staff recommends the approval of the purchase from Waterblasting Technologies, Inc. for a total cost of $407,173.53.
 
This contract is procured by means of low bid and a Contracts Disclosure Forms is not required.
