SUMMARY:
 
An ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $2,449,186.95, authorized payable to Alamo City Constructors, Inc., for construction of the Westwood Village Phase II, a 2012 - 2017 General Obligation Bond funded Project, located in Council District 6. Of this amount, $352,030.35 will be reimbursed by San Antonio Water Systems (SAWS) for its work.
 
BACKGROUND INFORMATION:
 
Project Background
This Project is an authorized 2012 - 2017 General Obligation Bond Project which will provide for the construction of a detention basin west of Pinn Road adjacent to Westwood Village Creek to improve drainage.  Project construction is anticipated to begin January 2014 and estimated to be completed by June 2014.
 
This Project is a continuation of the Westwood Village Drainage (Pinn Road to Old Highway 90) Phase I project funded from the 2007-2012 Bond Program.  Phase I included design for the overall project (culvert and detention basin), right of way acquisitions to remove properties from the 100-year floodplain, and reconstruction of the existing box culvert drainage system at Old Highway 90 to adequately handle water flow from the west to east.  Project construction of Phase I began in December 2011 and was completed in June 2012.   
 
Procurement of Services
This Project was advertised for construction bids in the San Antonio Hart Beat, on the City's website and the Texas Electronic State Business Daily in October 2013.  In addition, the bid announcement was made on TVSA and through the Small Business Economic Development Advocacy (SBEDA) Office.  Plans also were available for review by potential bidders at the office of Cude Engineers, located at 1350 N. Loop 1604 East, Suite #104, San Antonio, Texas 78232.  Bids for this Project were opened on November 5, 2013 and five (5) bidders responded.  Of these, Alamo City Constructors, Inc. submitted the lowest responsive bid.  A matrix of the bid outcome is included herein as an attachment.
 
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 16% Small Business Enterprise (SBE) subcontracting goal and an 11% Minority/Women Business Enterprise (M/WBE) subcontracting goal. Alamo City Constructors, Inc. has committed to 22.58% SBE and 22.58% M/WBE subcontractor participation.
 
This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.
 
 
ISSUE:
 
This ordinance accepts the lowest responsive bid and awards a construction contract in the amount of $2,449,186.95 authorized payable to Alamo City Constructors, Inc., for construction of Westwood Village Phase II Project, a 2012 General Obligation Bond funded Project, located in Council District 6. Of this amount, $352,030.35 will be reimbursed by San Antonio Water Systems (SAWS) for their work.  
 
The Westwood Village Drainage (Pinn Road to Old Highway 90) Projects provide for drainage improvements to alleviate flooding in the area and along the channel.  Phase I included design for the overall project (culvert and detention basin), right of way acquisitions to remove properties from the 100-year floodplain, and reconstruction of the existing box culvert drainage system at Old Highway 90 to adequately handle water flow from the west to east.  Project construction of Phase I began in November 2011 and was completed in November 2012.   
 
Phase 2 will provide for the construction of a detention basin west of Pinn Road adjacent to Westwood Village Creek to improve drainage.  This Project is a continuation of the Westwood Village Drainage (Pinn Road to Old Highway 90) Phase I project funded from the 2007-2012 Bond Program.  Project construction is anticipated to begin in January 2014 and is estimated to be completed by June 2014.
 
The balance of the project funds approved by voters was used for design services, environmental services, advertising, permitting, and project management.
 
ALTERNATIVES:
 
As an alternative, City Council could choose not to award these contracts and require staff to re-advertise these Projects.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of these Projects.  
 
FISCAL IMPACT:
 
This is a one-time capital improvement expenditure in the amount of $2,449,186.95 authorized payable to Alamo City Constructors, Inc.  Of this amount, $352,030.35 will be reimbursed by SAWS for its work.  Funds are available from previously authorized 2012 General Obligation Bond funds and are included in the FY 2014 - 2019 Capital Improvement Budget.
 
 
RECOMMENDATION:
 
Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $2,449,186.95, authorized payable to Alamo City Constructors, Inc., for construction of Westwood Village Phase II Project.
