Lease Agreement with Civil Air Patrol at Stinson Municipal Airport
 
 
SUMMARY:
 
This ordinance authorizes a lease agreement between the City of San Antonio and Civil Air Patrol at Stinson Municipal Airport for a three year term.  The leasehold includes Building No. 675/Hangar 41 and 13,307 square feet of land at 8500 Mission Road.  
 
 
BACKGROUND INFORMATION:
 
The Civil Air Patrol is a non-profit corporation, operating under its corporate office, Civil Air Patrol Headquarters Group V, Texas Wing.  Established in 1941 to patrol the coastlines of the continental United States, Civil Air Patrol volunteers contributed significantly to the deterrence of enemy operations.  Today the CAP has three primary missions:  aerospace education, cadet programs and emergency services such as search & rescue and disaster relief.
 
Civil Air Patrol uses its current location at Stinson Municipal Airport to operate a training meeting and operations facility that responds to city, state and federal emergencies. This corporate operations facility will aid or perform in search and rescue operations and disaster relief.
 
Civil Air Patrol, as the official civilian auxiliary of the United States Air Force, does not provide monthly rent for the space it utilizes at Stinson Municipal Airport as allowed by provisions of the Policy and Procedures published by the FAA in 64 Federal Register 7721 (February 16, 1999) Part II, Section VII E.1.c.  The non-profit corporation is responsible for all operational and maintenance costs for the ground space and building under its lease.
 
The premises include 10,621 square feet of hangar space (Building No. 675/Hangar 41) and 13,307 square feet of land at 8500 Mission Road.
 
 
ISSUE:
 
The ordinance is consistent with City Council policy of leasing space in consideration of the provision of facility capital improvements as well as the provision of services beneficial to the City.  This space will continue to be at no cost to Civil Air Patrol per FAA regulations; although they will continue to be responsible for all maintenance and operational costs.
 
ALTERNATIVES:
 
City Council could choose to not approve the three-year lease agreement with Civil Air Patrol.  However, Civil Air Patrol provides valuable services during natural disasters.
 
 
FISCAL IMPACT:
 
There is no fiscal impact with this item.
 
 
RECOMMENDATION:
 
Staff recommends approval of the lease agreement with Civil Air Patrol at Stinson Municipal Airport.
