Steerable Camera Transporter with a Pan/Tilt Camera
SUMMARY:
This ordinance authorizes a contract with Kinloch Equipment & Supply, Inc. for the purchase of one IBAK T76 steerable camera transporter with an Orpheus pan & tilt zoom camera for a total cost of $59,543.00. Funding is available from the FY 2014 Transportation & Capital Improvements Department, Storm Water Operating Budget.
BACKGROUND INFORMATION:
Submitted for City Council consideration and action is the offer submitted by Kinloch Equipment & Supply, Inc. utilizing the Texas BuyBoard Cooperative Contract Number 421-13 effective October 1, 2013 through September 30, 2016 to provide one IBAK T76 steerable camera transporter with an Orpheus pan & tilt zoom camera for a total cost of $59,543.00.
This contract will provide the Transportation & Capital Improvements Department, Storm Water Division, with one IBAK T76 steerable camera transporter tractor with an Orpheus pan & tilt zoom camera to improve the current underground televised drainage program. This program collects data using televising and GPS equipment to locate, map and provide condition assessments of underground drainage infrastructure. The steerable camera transporter tractor and Orpheus camera are designed to function as a connected unit and will operate with the City's existing software and hardware. They also have the ability to steer around debris found in the storm drains during pipe inspections and are capable of inspecting small diameter pipes as well as lateral lines.
ISSUE:
This contract will provide the Transportation and Capital Improvements Department, Storm Water Division, with one IBAK T76 steerable camera transporter with an Orpheus pan & tilt zoom camera that will be interchangeable with other existing equipment.
These units will be purchased from Kinloch Equipment & Supply, Inc. utilizing the Texas BuyBoard Cooperative Contract Number 421-13. This purchase will be made in accordance with the Texas Local Government Purchasing Cooperative passed on Ordinance 97097, dated January 30, 2003.
The Texas BuyBoard Cooperative is administered by the Texas Municipal League. All products and services that are part of this cooperative have been competitively bid and awarded by the Cooperative's Board of Trustees based on Texas Statutes.
The warranty on the IBAK T76 steerable transporter tractor and Orpheus camera is one year on parts and labor.
The Small Business Economic Development Advocacy Ordinance requirements were waived due to the lack of qualified SMWBE's available to provide the goods and services.
The recommended award is an exception to the Local Preference Program.
The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.
ALTERNATIVES:
Should this contract not be approved, the Transportation & Capital Improvements Department, Storm Water Division, would be required to continue using the one existing non-steerable camera and may incur downtime and delay completion of inspections should the equipment go down and require repair.
FISCAL IMPACT:
The purchase of the IBAK T76 steerable camera transporter with an Orpheus pan & tilt zoom camera for a total cost of $59,543.00 will be funded and appropriated from the FY 2014 Transportation & Capital Improvements Department, Storm Water Operating Budget.
RECOMMENDATION:
Staff recommends the approval of the contract with Kinloch Equipment & Supply, Inc. for a total cost of $59,543.00. This contract is procured by means of cooperative purchasing and a Contracts Disclosure Form is not required.
