Pierce Velocity Class B Foam Pumper Truck
SUMMARY:
This Ordinance authorizes a contract with Siddons-Martin Emergency Group to provide one Pierce Velocity Class B Foam Pumper Truck for the San Antonio Fire Department for a total cost of $881,412.00. Funding in the amount of $881,412.00 is available from the FY 2021 Equipment Renewal and Replacement Fund (ERRF) budget, pending a request for Federal Emergency Management Agency (FEMA) fund reimbursement.
BACKGROUND INFORMATION:
Submitted for City Council consideration and action is an offer submitted by Siddons-Martin Emergency Group utilizing the Houston Galveston Area Council (HGAC) Cooperative Contract number FS12-19 to provide one Pierce Velocity Class B Foam Pumper Truck for the San Antonio Fire Department (SAFD).
This contract will provide the SAFD with a Class B Foam Pumper Truck for fighting fires and responding to emergency situations. This unit will replace unit E34, a specialized Class B foam unit that was involved in a weather-related roll-over incident that occurred during the February 2021 winter storm. The current Fire Department inventory consists of 56 frontline pumper trucks and 17 spare units.
The Class B foam pumper truck will be utilized by the Fire Department for day-to-day emergency response use and is a primary response vehicle for the fire suppression division. This vehicle transports personnel and equipment, water and foam agent for an initial fire response for property and life safety, and event mitigation response.
ISSUE:
This contract will provide the SAFD with one Class B foam pumper truck to respond to fires and other emergency situations. This unit will replace unit E34, a specialized Class B foam unit that was involved in a weather-related roll-over incident from the February 2021 winter storm. The Pierce Velocity Class B Foam Pumper Truck being purchased is an identical replacement to unit E34.
The life expectancy of the pumper truck is 180 months and will have a one-year material and workmanship basic apparatus limited warranty, ten years/100,000 miles structural integrity warranty and five-year engine and transmission warranty. The estimated lead time for this new unit is 535 days.
This unit will be purchased from Siddons Martin Emergency Group utilizing the Houston-Galveston Area Council cooperative contract number FS12-19. This purchase will be made in accordance with the Houston-Galveston Cooperative Program passed on resolution 96-41-48 dated 10/10/1996.
The Houston-Galveston Cooperative Program is administered by the Houston-Galveston Area Council Cooperative. All products and services included in this cooperative were competitively bid and awarded by the Cooperative’s Board of Trustees based on Texas statutes.
The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.
The recommended award is an exception to the Local Preference Program.
The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.
ALTERNATIVES:
This contract will provide for a replacement to unit E34 that was involved in a weather-related roll-over incident. The City contracted appraiser determined the damaged unit was not economically feasible to repair. This occurrence impacts the SAFD’s ability to meet its mission to provide life safety and event mitigation response requirements. Additionally, if the replacement vehicle is not purchased, a potential delay in the delivery of necessary emergency services to the citizens of San Antonio could occur.
FISCAL IMPACT:

RECOMMENDATION:
Staff recommends approval of this contract with Siddons Martin Emergency Group for the purchase of one Pierce Velocity Class B foam pumper truck for the Fire Department for a total cost of $881,412.00.
This contract is procured by means of cooperative purchasing and a contract disclosure form is not required.
