SUBJECT:
Woodlawn Rehabilitation Project
SUMMARY:
This ordinance authorizes a contract with URETEK USA, Inc. for the purchase of services to address the compaction and settlement issues located on West Woodlawn Drive for a total cost of $152,552.50. Funding is available from the 2015 Street Maintenance Program.
BACKGROUND INFORMATION:
Submitted for City Council consideration and action is the offer submitted by URETEK USA, Inc., utilizing the Texas Smart Buy Cooperative 745-A1 effective June 27, 2012 - August 31, 2017 to provide services to address the compaction and settlement issues on West Woodland Drive. The contractor will inject URETEK 486 Hydro-Insensitive Polymers which will compress and stabilize the soil.
West Woodlawn Drive has developed deep settlement of the subgrade over the stormwater culvert and has caused unsafe driving conditions. Deep injection of urethane polymers is required to properly stabilize the subgrade. Project construction which is located in District 7 is anticipated to begin in October 2015 and be completed by November 2015.
The Woodlawn Rehabilitation repairs will be covered by a two year warranty against further settlement.
ISSUE:
This contract will provide for an amount not to exceed $152,552.50, payable to URETEK USA, Inc. for services to address the compaction and settlement issues for the following locations: West Woodlawn Drive east bound lane from the corner of Emory Street 700’ west to the corner of Germania Drive (600 blk); West Woodlawn Drive east bound lane from 2635 West Woodlawn Drive to 2629 West Woodlawn Drive; and West Woodlawn Drive east bound lane beginning at 2621 West Woodlawn Drive to 2609 West Woodlawn Drive.
Due to the lack of small, minority, and/or women businesses available to provide these goods, the SBEDA Program did not apply to this solicitation.
The recommended award is an exception to the Local Preference Program.
The Veteran-Owned Business Program does not apply to goods/supplies contracts, so no preference was applied to this contract.
ALTERNATIVES:
Should this procurement not be approved, the alternative would be to remove all of the subgrade and replace with a stable base material which would delay the completion of repair and result in increased cost. This alternative is not cost effective and requires a lengthy construction period.
FISCAL IMPACT:
This is one-time capital improvement expenditure in the amount not to exceed $152,552.50. These funds are available from the 2015 Street Maintenance Program.
RECOMMENDATION:
Staff recommends approval of this contract with URETEK USA, Inc. for a total cost not to exceed $152,552.50.
