Rear Load Refuse Trucks
SUMMARY:
This ordinance authorizes the acceptance of a contract with Doggett Freightliner of South Texas, LLC to provide the Solid Waste Management Department (SWMD) with eleven replacement rear loading refuse collection trucks for a total cost of $2,143,854.00. Funding is available from the FY 2020 Equipment Renewal and Replacement Fund (ERRF) Budget.
BACKGROUND INFORMATION:
Submitted for City Council consideration and action is the attached offer from Doggett Freightliner of South Texas, LLC to provide SWMD with eleven replacement rear loading refuse collection trucks for a total cost of $2,143,854.00. This purchase will provide seven Freightliner M2 106 cab and chassis with a New Way King Cobra 25 yard rear load refuse body and four Freightliner M2 106 cab and chassis with a Loadmaster Excel-s refuse body. These are replacement units to the City’s fleet.
The rear load refuse collection trucks will be utilized by the Solid Waste Management Department (SWMD) on narrow streets, one way streets, and alleyways for collection of curbside refuse, recyclables and organic materials from City residences. SWMD currently operates thirty rear loading refuse body sanitation trucks of various sizes in its fleet.
ISSUE:
This contract will provide the SWMD with eleven replacement rear loader refuse collection trucks. These refuse trucks will be used for the collection of curbside refuse, recyclables and organic materials from City residences. The rear loading refuse collection trucks will be purchased utilizing funds available from the ERRF.
The life expectancy of the new equipment is 72 months.
The rear loading refuse collection truck cabs and chassis are covered by a two year, unlimited-mileage warranty;, the engine is covered by a two year, 250,000 mile warranty; and the transmission is covered by a five-year, unlimited-mileage warranty. The refuse bodies are covered by a three year warranty on parts and labor.
The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.
The recommended award is an exception to the Local Preference Program.
The Veteran-Owned Small Business Program does not apply to goods/supplies contracts, so no preference was applied to this contract.
ALTERNATIVES:
Should this contract not be approved, SWMD’s ability to provide essential services to the residents of San Antonio could be affected. All of the replaced equipment has met or will meet its age or mileage requirement cycles before replacement. The replacement date is considered the optimum time for replacement as delaying the acquisition could make the vehicles no longer economically feasible to repair and could lead to SWMD’s inability to provide essential services to the residents of San Antonio.

Funding is available from the FY 2020 Equipment Renewal and Replacement Fund (ERRF) Budget.
RECOMMENDATION:
Staff recommends the approval of this contract to Doggett Freightliner of South Texas, LLC to provide eleven rear loading refuse collection trucks for a total cost of $2,143,854.00.
This contract was procured on the basis of a Public Health or Safety exemption and a Contract Disclosure Form is not required.
