SUMMARY:
 
An Ordinance declaring the Official Results of the Special Election to fill the Unexpired Term of Office in Council District 2 held on Tuesday, November 4, 2014 and Ordering a Run-off Election to be held on Tuesday, December 9, 2014.    
 
The calendar leading up to the Tuesday, December 9, 2014 Run-off Election is:
 
Monday, November 10, 2014
5:00 pm - Last day to register to vote for Run-off Election
Thursday, November 13, 2014
1:00 pm - Drawing for a Place on the Run-off Ballot (REVISED)
Wednesday, November 26, 2014
5:00 pm - Last day for Bexar County Elections to receive an application for a Mail Ballot

Canvassing of Run-off Election Results
 
Additionally, this Ordinance establishes Early Voting and Election Day polling locations for the Tuesday, December 9, 2014 District 2 Run-off Election.  
 
 
BACKGROUND INFORMATION:
 
On July 22, 2014 via Ordinance 2014-07-22-0518, the City Council Ordered a Special City Election for the purpose of filling the Vacancy in Council District 2.  Said Vacancy was a result of Ivy R. Taylor being appointed as Mayor.  As more than 270 (two hundred and seventy) days were left on the term of Office for Councilmember; Section 8 of the City Charter requires an Election be held to fill the Vacancy in City Council District 2.  
 
A total of six (6) Candidates submitted Applications for the District 2 Vacancy by the deadline of Thursday, August 21, 2014 with one (1) Candidate withdrawing.  Five (5) names appeared on the November 4, 2014 Special Election Ballot.
 
As no one candidate received a majority of the votes cast in the Special Election; a Run-off Election will be held on Tuesday, December 9, 2014.  The names of the two candidates receiving the highest number of votes cast at said Special Election will appear on the Run-off Ballot.  
 
 
ISSUE:
 
The City Council as the Canvassing Authority will review and canvass the Unofficial Election Results for the Tuesday, November 4, 2014 Special Election to the fill the Unexpired Term of Office in City Council District 2.   
 
Due to the deadlines associated with the Voter ID Law and Bexar County processing provisional and over-seas mail ballots, the complete Election Results for the November 4, 2014 Special Election will be provided at the Regular City Council Meeting on Thursday, November 13, 2014.  
 
 
ALTERNATIVES:
 
None.
 
 
FISCAL IMPACT:
 
No fiscal impact is associated with Canvassing Election Results.  
 
 
RECOMMENDATION:
 
Staff recommends approval of the Ordinance Canvassing the November 4, 2014 Election Results and Ordering the December 9, 2014 Run-off Election.
