SUMMARY:
 
This ordinance authorizes the execution of a an amendment to the Financing and Joint Use Agreement for the District 6 Comprehensive Senior Center with WellMed Charitable Foundation, to include an amended term through September 30, 2017 and an option to extend for an additional two years, subject to review by the City Attorney's Office and funding appropriation by City Council,  and additional funds in amounts not to exceed $275,000.00 for construction costs and $100,000.00 for equipment costs to expand, continue to co-locate, and jointly provide services at the Alicia Treviño López Senior One Stop Center in City Council District 6.  Funding for this agreement is included in the FY 2014 Adopted General Fund Budget.
 
 
BACKGROUND INFORMATION:
 
The City is committed to providing San Antonio seniors comprehensive services that enhance their social, psychological, and physiological well-being.  As part of this commitment, the City offers a variety of services within City owned, leased, and donated facilities to senior citizens, ages 60 and older.  The FY 2010 Adopted General Fund Budget included funding for the development of a comprehensive senior center in Council District 6.  
 
On April 10, 2010, the Department of Human Services issued a Request for Proposal (RFP) for an operator to jointly provide services at the Council District 6 comprehensive senior center.  The WellMed Charitable Foundation was the only respondent.  
 
On October 14, 2010, city council approved a contract between the City of San Antonio and WellMed Charitable Foundation to co-locate and jointly provide services in a comprehensive senior center.  The Council District 6 Alicia Treviño López Senior One Stop Center opened in July 2011 and was the seventh comprehensive senior center established.  In FY 2015, with city council approval, the López Senior Center will expand by 4,200 sq. ft. with WellMed Charitable Foundation paying the increased lease cost.  
 
 
ISSUE:
 
This ordinance authorizes the execution of an amendment to the Financing and Joint Use Agreement for the District 6 Comprehensive Senior Center with WellMed Charitable Foundation to include an amended term through September 30, 2017, with an option to extend for an additional two years subject to review by the City Attorney's Office and funding appropriation by City Council, and additional funds in amounts not to exceed $275,000.00 for construction costs and $100,000.00 for equipment costs to expand the current 22,000 square foot facility by 4,200 square feet and continue to co-locate and jointly provide services at the Alicia Treviño López Senior One Stop Center.  
 
The Alicia Treviño López Senior One Stop Center, located at 8353 Culebra Road, offers a variety of direct social services for seniors age 60 and older.  Services include congregate meals, computer classes, exercise, dance therapy, and health-related services.  Currently, the Lopez Senior Center has over 5,000 registered seniors and over 1,400 seniors visit the center monthly of which nearly 600 seniors receive a congregate noon meal.  The Lopez Senior Center receives 425 seniors daily, with over 215 receiving a congregate noon meal.  
 
The execution of an amendment to the Financing and Joint use Agreement for the District 6 Comprehensive Senior Center between the City of San Antonio and WellMed Charitable Foundation to continue to co-locate and partner in the López Senior Center will provide comprehensive senior services and support operations and activities for senior citizens 60 years and older.  
 
Due to the high number of senior attendees, the WellMed Charitable Foundation and the City of San Antonio will expand the López Senior Center by 4,200 square feet.  The City will provide WellMed Charitable Foundation $275,000.00 in build out costs and $100,000.00 in equipment costs to support the expansion.  The expansion will include a walking track, two offices, family restrooms, area for additional game tables, classroom, and two storage spaces.  The City has included these funds in the FY 2014 General Fund budget for expansion of the center.       
 
 
 
ALTERNATIVES:
 
If execution of the amendment is not authorized the current agreement with WellMed Charitable Foundation will expire on September 30, 2014 and a new partner or additional resources would have to be identified.  There would be no expansion of the Alicia Treviño López Senior One Stop Center.  A new partnership for co-location might necessitate possible re-location of the current City Council District 6 Comprehensive Senior Center.  
 
 
FISCAL IMPACT:
 
This ordinance authorizes an amendment to the Financing and Joint Use Agreement for the District 6 Comprehensive Senior Center with WellMed Charitable Foundation, to include an amended term through September 30, 2017 with an option to extend for an additional two years, subject to funding appropriation by City Council, and additional funds in amounts not to exceed $275,000.00 for construction costs and $100,000.000 for equipment costs included in the FY 2014 General Fund budget to expand the Alicia Treviño López Senior One Stop Center by 4,200 square feet.  
 
 
 
RECOMMENDATION:
 
Staff recommends approval of this ordinance authorizing the amendment to the Financing and Joint Use Agreement between the City of San Antonio and WellMed Charitable Foundation to continue providing comprehensive senior services and to provide funding from the FY 2014 General Fund budget to expand the Council District 6 Alicia Treviño López Senior One Stop Center.
