Contract Award: Westover Valley Relief Channel

 

 

SUMMARY:

 

An ordinance for the Westover Valley Relief Channel project, accepting the lowest responsive bid and awarding a construction contract in the amount of $967,920.82 to D. Plata Construction Company, LLC, a 2016 Storm Water Regional funded project, located in Council District 6.

 

 

BACKGROUND INFORMATION:

 

Project Background
The purpose of the Westover Valley Relief Channel project is to alleviate the risk of flooding to the Westover Valley Subdivision.  Residents in the Westover Valley Subdivision experienced flooding in their yards and homes in August 2007 prompting Public Works to construct an emergency relief channel.  The proposed regrading and concrete-lining of the existing channel to Culebra Creek will capture runoff from upstream properties and convey it through a dedicated drainage easement outfalling at Culebra Creek.  The Storm Water Regional Fund will fund the construction of the project.  The Westover Valley Relief Channel Project construction is anticipated to begin October 2017 and estimated to be completed by September 2018.

 

Procurement of Services
This contract was advertised for bids  in July 2017 in the San Antonio Hart Beat, City’s website, Texas Electronic State Business Daily and TVSA.  Bids for this Project were opened on    August 22, 2017 and nine bidders responded.  Of these, D. Plata Construction Company, LLC submitted the lowest responsive bid. 

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract.  The Goal Setting Committee set a 20% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 2% African American Business Enterprise (AABE) Subcontracting Goal.  D. Plata Construction Company, LLC has committed to 20% M/WBE and 2% AABE subcontractor participation. 

 

This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required. 

 

 

ISSUE:

 

This ordinance awards a construction contract in the amount not to exceed $967,920.82 authorized payable to D. Plata Construction Company, LLC for the construction of the Westover Valley Drainage project, a 2016 Storm Water Regional funded project, located in District 6.

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project.  However, D. Plata Construction Company, LLC is responsive, and has been reviewed and verified by the consultant.  Re-advertising this project could result in a higher bids and a potential funding shortfall.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project. 

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $967,920.82 authorized payable to D. Plata Construction Company, LLC for construction of the Westover Valley Relief Channel project, a 2016 Storm Water Regional funded project.  Funds are available from the Storm Water Regional fund, and included in the 2018-2023 Capital Improvement Budget.

 

 

RECOMMENDATION:

 

Staff recommends the approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $967,920.82, authorized payable to D. Plata Construction Company, LLC for construction of the Westover Valley Relief Channel project.
