Post-Solicitation Briefing for Request for Competitive Sealed Proposals for Fire Station #32 Replacement

The Transportation & Capital Improvements Department will provide a post-solicitation briefing on the Request for Competitive Sealed Proposals for the Fire Station # 32 Replacement Project, which was included as a consent item on the Annual High Profile Report.
 
This project will provide for the construction of a replacement facility for Fire Station #32. The Fire Department Renovation Master Plan of 2003 determined that this station needs major space
additions, renovations, remodeling and repairs, and that it would be more cost effective to replace this station. The new station will include 3 Apparatus Bays, 1 EMS Bay, living, kitchen, office, sleeping, exercise and laundry rooms. The station will be one story and approximately 15,000 square feet. The estimated construction cost is $4,059,718 and will be funded by certificates of obligation.
 
The construction services to be provided include, but are not limited to:
·      site work
·      excavation
·      underground utility work
·      steel framing, masonry, carpentry
·      thermal and moisture protection
·      mechanical, electrical and plumbing systems
A Request for Competitive Sealed Proposals (RFCSP) was released in February 2015.  This RFCSP was advertised in the San Antonio Hart Beat, on the City's website and the Texas Electronic State Business Daily in February and March 2015.  Responses were due on March 17, 2015 and four (4) firms were responsive.  A selection committee consisting of representatives from the City Manager's Office, Transportation and Capital Improvements and the Fire departments evaluated, scored, and ranked the submissions.  Scoring was based on the published evaluation criteria which included Experience and Qualifications of the Prime Firm, Key Sub-Contractors and Key Personnel; Team's Understanding of the Project and Proposed Management Plan; Team's Experience with San Antonio Region issues and past experience with City of San Antonio contracts; Price Proposal and participation in the SBE Prime Contractor Program.
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee applied the Small Business Enterprise (SBE) Prime Contract Program with fifteen (15) evaluation preference points and 21% Minority/Women Owned Business Enterprise (M/WBE) Subcontracting Program, of which 3% is to be subcontracted to African American Business Enterprise (AABE) firms.  
 
This item is tentatively scheduled for Council consideration in June 2015.
