Interlocal Agreement with Bexar County (Redland Road South: Loop 1604 to Jones Maltsberger Road)
 
 
SUMMARY:
 
An ordinance authorizing the execution of an Interlocal Agreement with Bexar County in the amount not-to-exceed $1,090,912.50 for the City to manage, design and construct the Bexar County's Jones Maltsberger at Elm Creek Project (SC-28) simultaneously with the City's Redland Road South (Loop 1604 to Jones Maltsberger Road) Project, a $10.04 million 2012 General Obligation Bond funded project located in Council District 10; and, authorizing the acceptance of funds in the amount not-to-exceed $1,090,912.50 from Bexar County to complete the Projects.  
 
 
BACKGROUND INFORMATION:
 
The City's Redland Road South (Loop 1604 to Jones Maltsberger Road) Project, is an authorized 2012 - 2017 General Obligation Bond Project which provides for the reconstruction and widening of Redland Road South with continuous turn lanes in sections.  This project will include bike lanes, curbs, sidewalks, driveway approaches, traffic-signal improvements and drainage improvements (as necessary).  The newly combined Project, inclusive of the City's Redland Road South and Bexar County's Elm Creek Projects, is anticipated for construction to begin in June 2015 and to be complete by May 2017.  Bexar County's Jones Maltsberger at Elm Creek Project (SC-28) provides for elimination of low water crossings along Jones Maltsberger Road at Elm Creek including construction of sidewalks on the southeast side of Jones Maltsberger from Redland Road South to Redhorse Range.
 
This ordinance authorizes the execution of an Interlocal Agreement with Bexar County to incorporate Bexar County's Jones Maltsberger at Elm Creek Project (SC-28) with the design and construction of the City's 2012 - 2017 General Obligation Bond Redland Road South (Loop 1604 to Jones Maltsberger Road) Project.  This ordinance also authorizes acceptance of funds in the amount of $1,090,912.50 from Bexar County for the completion of the Jones Maltsberger at Elm Creek Project.
 
 
ISSUE:
 
An ordinance authorizing the execution of an Interlocal Agreement with Bexar County in the amount not-to-exceed $1,090,912.50 for the City to manage, design and construct the Bexar County's Jones Maltsberger at Elm Creek Project (SC-28) simultaneously with the City's Redland Road South (Loop 1604 to Jones Maltsberger Road) Project, a $10.04 million 2012 General Obligation Bond funded project located in Council District 10; and, authorizing the acceptance of funds in the amount not-to-exceed $1,090,912.50 from Bexar County to complete the Projects.  
 
As part of this agreement, the City will manage, design and construct Bexar County's Jones Maltsberger at Elm Creek Project (SC-28) with the design and construction of City's 2012 - 2017 General Obligation Bond Redland Road South (Loop 1604 to Jones Maltsberger Road) Project.   Regarding the up to $1,090,912.50 payment, Bexar County will reimburse the City for the actual cost of the project incurred including management, design, environmental due diligence, property acquisitions and construction costs related to the Elm Creek Project.
Approval of this ordinance will be a continuation of City Council policy to collaborate and coordinate with other governmental agencies in supporting the City's commitment to maintaining and improving existing infrastructure.
 
ALTERNATIVES:
 
As an alternative, City Council could choose not to approve this Interlocal Agreement with Bexar County and require this work to be completed by Bexar County.  However, this would result in greater costs and damage of a newly constructed Redland Road South.  The most cost effective option is to approve this agreement which will reduce costs, minimize traffic inconveniences to the public and prevent damage to work anticipated to be completed for Redland Road South (Loop 1604 to Jones Maltsberger) Project.
 
 
FISCAL IMPACT:
 
This ordinance approves the agreement and authorizes acceptance of funds from Bexar County in the amount not-to-exceed $1,090,912.50 for management, design and construction of Bexar County's Jones Maltsberger at Elm Creek Project (SC-28) to be completed in simultaneously with City's Redland Road South (Loop 1604 to Jones Maltsberger Road), a 2012 General Obligation Bond funded project.
 
 
 
 
RECOMMENDATION:
 
Staff recommends approval of this ordinance by authorizing the City Manager and/or designee to enter into this Interlocal Agreement with Bexar County for design and construction management services of Bexar County's Jones Maltsberger at Elm Creek Project (SC-28) to be completed in connection with City's Redland Road South (Loop 1604 to Jones Maltsberger Road), a 2012 General Obligation Bond funded project.
