SUMMARY:
The Governance City Council Committee will review and recommend one individual for appointment to the San Antonio Water System Board of Trustees for the following position:
§ Northeast Quadrant for the remainder of an unexpired term of office to expire May 31, 2017
The available slot was vacated by the resignation of W. Reed Williams.

BACKGROUND INFORMATION:
April 30, 1992, City Council created the San Antonio Water System by Ordinance 75686. Section 32 prescribes management of the System by a board of trustees, which includes the Mayor as an ex-officio member. Paragraph D provides that all vacancies on the board shall be filled by majority vote of all members of the City Council then holding office.
The San Antonio Water System Board of Trustees is vested with the complete management, control and operation of the Water System. The Board further controls the expenditure and application of the revenues of the System, and makes recommendations to the City Council concerning rates, fees, and changes for services rendered by the System. Members serve a 4-year term of office, and are limited to serving 2 terms.
Qualifications for the San Antonio Water System Board are as follows:
- Must be a Citizen of the United States.
- Must reside inside the corporate limits of the City and within the service area of the System.
- Must reside in the respective Sector of the City they are appointed to represent.
- A person who is related within the second degree of consanguinity or affinity (or as further restricted by the City’s Home Rule Charter) to any member of the Board or any member of the City Council is not eligible for appointment.
ISSUE:
Board appointments require full City Council approval.
ALTERNATIVES:
The Office of the City Clerk will continue to advertise vacancies.
FISCAL IMPACT:
There is no fiscal impact.
RECOMMENDATION:
The recommendation of the Governance City Council Committee will be presented to the full City Council on September 3, 2015.
