SUBJECT: Contract Award: (Professional Services) HemisFair Park Projects
 
 
SUMMARY:
An ordinance authorizing the execution and negotiation of a Professional Design Services contract in the amount not to exceed $340,000.00 authorized payable to Fisher Heck, Inc., Architects, to provide Professional Design Services for the HemisFair Park in relation to the HemisFair Historic Homes Stabilizations and Exterior Rehabilitations, a 2012-2017 General Obligation Bond funded project, located in Council District 1.
 
 
BACKGROUND INFORMATION:
Project Background
The voter approved 2012-2017 Bond Program included four (4) projects totaling $15 million for Parks, Recreation and Open Space Improvements at HemisFair. The projects are:  1)  HemisFair Play Escape Project; 2)  Magik Theatre Restoration; 3) Historic Homes and; 4) The Civic Park.
 
This contract provides Professional Design Services required for the stabilization and exterior rehabilitation of five (5) historic homes located in HemisFair Park (Amaya, Espinoza, Kampmann/Solomon, Koehler, and Pereida Homes), and stabilization only, at five (5) other HemisFair Park historic homes (Acosta/Halff, Mayer/Halff, Schultze, Smith, and Sweeney Homes). The Design scope of services and related construction work scope are derived from review and evaluation of a conditions assessment report recently completed by Quimby-McCoy Preservation Architecture, LLC. Project design is anticipated to be completed by August 2014.  Project construction is anticipated to begin October 2014 and estimated to be completed by September 2015.
 
Previous Council Action
A previously executed professional services contract with Quimby McCoy to provide professional services for the conditions assessment of the HemisFair Historic Homes Restoration Project in the amount of $188,000.00 was approved by City Council on June 20, 2013 through Ordinance 2013-06-20-0450.
 
Quimby McCoy Preservation Architecture provided professional services to assess the condition of ten (10) existing Historic Homes located within HemisFair.  The conditions assessments included physical inspections of each home, preparation of a conclusive report relating the conditions of the homes, cost estimates for work required to protect against further deterioration and recommendations regarding stabilization and rehabilitation efforts.  The Historic Homes Professional Condition Assessment began in July 2013 and was completed in November 2013.  
 
Procurement of Services
A Request for Qualifications (RFQ) was released in April 2013.  This RFQ was advertised in the San Antonio Hart Beat, on the City's website and the Texas Electronic State Business Daily in April 2013.  Responses were due on April 30, 2013.  Eight (8) firms responded to the RFQ.   A selection committee consisting of a representative from Capital Improvements Management Services and HemisFair Park Area Redevelopment Corporation evaluated and ranked the submissions.  The selection committee evaluated and scored the proposals.  Scoring was based on the published evaluation criteria, which included: Experience of the Prime Firm and Key Subconsultants with the Design of Similar Historic Restoration Projects, Experience of Key Personnel with Historic Projects, Understanding of the Project and Proposed Management Plan, Overall Evaluation of the Firm/Team and its ability to provide required services and Team's Experience with San Antonio Region Issues and Past Experience with City Contracts.    
 
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee applied the Small and Minority/Women-Owned Business Enterprise Prime Contract Program with twenty (20) evaluation preference points and a 23% SBE Subcontracting goal. Fisher Heck Architects received ten (10) SBEDA evaluation preference points as they are certified as SBE. Fisher Heck Architects has also committed to 23% SBE Subcontractor participation.
 
Based on the evaluations and rankings made in the selection process, staff recommends: Fisher Heck, Inc., Architects.  This contract was developed utilizing a formal request for qualifications and proposal process; therefore, as required by the Ethics Ordinance, a Discretionary Contracts Disclosure Form has been included herein as an attachment.
 
 
ISSUE:
This ordinance authorizes the execution and negotiation of a Professional Design Services contract in the amount not to exceed $340,000.00 authorized payable to Fisher Heck Inc., Architects, to provide Professional Design Services for HemisFair Historic Homes Stabilizations and Exterior Rehabilitations, a 2012-2017 General Obligation Bond funded project, located in Council District 1.
 
Quimby McCoy Preservation Architecture provided professional services to assess the condition of ten (10) existing Historic Homes located within HemisFair.  The conditions assessments included physical inspections of each home, preparation of a conclusive report relating the conditions of the homes, cost estimates for work required to protect against further deterioration and address sustainable building practices, and recommendations regarding stabilization and rehabilitation efforts.  The HemisFair Park Area Redevelopment Corporation's designated staff, with City Staff, reviewed the resulting condition assessment report and identified the proposed construction scope for the ten (10) subject historic homes.  
 
This contract provides Professional Design Services required for the stabilization and exterior rehabilitation of five (5) historic homes located in HemisFair Park (Amaya, Espinoza, Kampmann/Solomon, Koehler, and Pereida Homes), and stabilization only, at five (5) other HemisFair Park historic homes (Acosta/Halff, Mayer/Halff, Schultze, Smith, and Sweeney Homes). The Design scope of services and related construction work scope are derived from review and evaluation of the Project's budget and conditions assessment report recently completed by Quimby-McCoy Preservation Architecture, LLC.  The Design scope of services will include design development, construction documents and associated construction administration services.  Project design is anticipated to be completed by August 2014.  Project construction is anticipated to begin October 2014 and estimated to be completed by September 2015.
 
Approval of this ordinance will be a continuation of City Council policy to complete previously approved 2012-2017 General Obligation Bond funded projects.
 
 
ALTERNATIVES:
As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project.
 
 
FISCAL IMPACT:
This is a one-time capital improvement expenditure in the amount of $340,000.00 authorized payable to Fisher Heck Inc., Architects.  Funds are available from 2012-2017 General Obligation Bond and are included in the FY 2014 - 2019 Capital Improvement Budget.
 
 
RECOMMENDATION:
Staff recommends approval of this ordinance authorizing the negotiation and execution of a Professional Design Services contract in the amount not to exceed $340,000.00 authorized payable to Fisher Heck, Inc., Architects, to provide Professional Design Services for HemisFair Historic Homes Stabilizations and Exterior Rehabilitations.
