Stalker Trailer Mounted Driver Feedback Signs

 

 

SUMMARY:

 

An ordinance accepting the offer from Applied Concepts, Inc. dba Stalker Radar to provide nine Stalker Trailer Mounted Driver Feedback Signs for the San Antonio Police Department and Transportation and Capital Improvements Department.  Funding in the amount of $71,655.00 is available from the FY 2018 Traffic Calming project included in the FY 2018 Adopted Capital Improvements Program funded out of the General Fund.

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the offer submitted by Applied Concepts, Inc. dba Stalker Radar to provide the San Antonio Police and Transportation and Capital Improvements Departments with nine Stalker Trailer Mounted Driver Feedback Signs for a total cost of $71,655.00.

 

These driver feedback signs are part of FY 2018 Adopted Budget to establish a citywide Traffic Calming Program.  As part of the overall Traffic Calming Program, funding was allocated to purchase nine portable speed feedback radar trailers providing eight units to the San Antonio Police Department to increase their current inventory of five units and provide citywide deployment capabilities. One unit provided to Transportation and Capital Improvements will be utilized for the Vision Zero/School Safety Program.  The San Antonio Police Department will manage deployment of the trailers as part of their San Antonio Fear Free Environment (SAFFE) Program.

 

 

ISSUE:

 

This contract will provide a total of nine Stalker Trailer Mounted Driver Feedback Signs. Eight units will be provided to San Antonio Police Department for deployment throughout the City of San Antonio and one unit to be utilized by Transportation and Capital Improvements for demonstrations or other purposes to promote driver safety.

 

This purchase is made utilizing the Cooperative Purchasing Contract number TR11-16 through Houston/Galveston Cooperative Program passed on Resolution No. 96-41-48 dated 10/10/1996.

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

The recommended award is an exception to the Local Preference Program.

 

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

Should this purchase not be approved, the alternative would be to continue using San Antonio Police Department’s current inventory of five portable speed feedback trailers. Continued limited deployment coverage will diminish the effectiveness of the Traffic Calming Program.

 

 

FISCAL IMPACT:

 

The total cost of this contract is $71,655.00. Funding in the amount of $71,655.00 is available from the FY 2018 Traffic Calming project included in the FY 2018 Adopted Capital Improvements Program funded out of the General Fund.

 

 

RECOMMENDATION:

 

Staff recommends the approval of a contract with Applied Concepts, Inc. dba Stalker Radar for the purchase of nine additional portable speed feedback radar trailers in the amount of $71,655.00 to promote driver safety throughout the City of San Antonio.

 

This contract is procured on the basis of cooperative purchasing and Contracts Disclosure Form is not required.
