SUMMARY:
An ordinance accepting the lowest responsive bid and awarding a construction contract, including three (3) additive alternates, for the rehabilitation of the walking trails and development of general park improvements at Lou Kardon Park, in the amount of $419,478.00 authorized payable to Crownhill Builders, Inc., a 2012-2017 General Obligation bond funded Project located in Council District 2.
 
BACKGROUND INFORMATION:
Project Background
On May 12, 2012, San Antonio voters approved the 2012 - 2017 Bond Program, consisting of five propositions totaling $596 Million.  The Bond Program funds will be used on various capital improvement projects, to address community infrastructure needs and improve the overall quality of life in San Antonio.  As part of that program, $650,000.00 in Parks, Recreation and Open Space Improvements General Obligation Bond funds were approved for the rehabilitation of the walking trail and development of general park improvements at Lou Kardon Park located at 6161 Gibbs Sprawl Road.  Project construction is anticipated to begin June 2014 and estimated to be completed by January 2015.  The park is anticipated to be substantially completed within 120 calendar days weather permitting.
 
Procurement of Services
This Project was advertised for construction bids in the San Antonio Hart Beat, on the City's website and the Texas Electronic State Business Daily in February, 2014.   In addition, the bid announcement was made on TVSA and through the Small Business Economic Development Advocacy (SBEDA) Office.  Plans were available for review by potential bidders at the office of The Broussard Group, (dba TBG Partners) located at 70 N.E. Loop 410, Suite 570. San Antonio, Texas, 78216.  Bids for this Project were opened on March 25, 2014, and five bidders responded.  Of these, Crownhill Builders, Inc. submitted the lowest responsive bid.  A matrix of the bid outcome is included herein as Attachment 2.
 
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 20% Small Business Enterprise (SBE) subcontracting goal and a 13% Minority/Women Business Enterprise (M/WBE) subcontracting goal.  Crownhill Builders, Inc. has committed to 34.1% SBE and M/WBE subcontractor participation.  In addition, Crownhill Builders, Inc., is a certified small business, bringing total SBE participation to 87.7%.
 
This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.
 
 
ISSUE:
This ordinance accepts the lowest responsive bid and awards a construction contract, including three additive alternates in the amount of $419,478.00, authorized payable to Crownhill Builders, Inc., for construction of Lou Kardon Park, a 2012-2017 Bond-funded project, located in Council District 2.
 
This contract will provide for the rehabilitation of the walking trail and development of general park improvements at Lou Kardon Park.  The work to be completed includes: the resurfacing of the existing walking trail with concrete, addition of trail lighting with electric service, and purchase and installation of a playground shade canopy, picnic tables and benches, soccer goals, and exercise stations.  The three additive alternates included as part of this contract include: (1) an additional bench, (2) additional picnic tables with grills, and (3) exercise stations.  Project construction is anticipated to begin in June 2014 and is estimated to be completed by January 2015.
 
Approval of this ordinance will be a continuation of City Council policy to complete previously approved 2012-2017 Bond-funded Projects.
 
 
ALTERNATIVES:
As an alternative, City Council could choose not to award this contract and require staff to re-advertise this Project.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the Project.
 
 
FISCAL IMPACT:
This ordinance authorizes a one-time capital improvement expenditure in the amount of $419,478.00, authorized payable to Crownhill Builders, Inc.  Funds are available from previously authorized 2012 - 2017 General Obligation Bond funds and are included in the FY 2014 - 2019 Capital Improvement Budget.
 
 
RECOMMENDATION:
Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $419,478.00, authorized payable to Crownhill Builders, Inc., for rehabilitation of the walking trail and development of general park improvements for Lou Kardon Park, a 2012 - 2017 General Obligation bond funded project.
