SUBJECT:
Amendment to Professional Services Agreement for IT and Security Design Services
SUMMARY:
This Ordinance authorizes an amendment to a professional services agreement with Faith Group, LLC (Faith Group) in the amount not to exceed $197,329.00 for previously-authorized construction administration services and additional IT design services for IT and security projects at the San Antonio International Airport. The funding will come from Airport Contingency and Improvement funds with an estimated $87,019.00 expected to be reimbursed by a Transportation Security Administration (TSA) grant.
BACKGROUND INFORMATION:
On December 12, 2012 through Ordinance 2012-12-06-0935, City Council authorized a professional service agreement with Faith Group for design services in the amount of $164,175.00 for three IT and security projects: Parking Area Surveillance, Security Camera Upgrades and Communications Center Renovations. Previous amendments increased the contract by $66,425.00 for additional services related to the Advanced Surveillance Program (ASP) of the TSA, a reimbursable grant program.
Amendment
The Aviation Department would like to amend the agreement to expand the scope for the Parking Area Surveillance and Security Camera Upgrades projects:
· Drawing modifications
· Bidding support
· Construction administration
· On-site construction administration support services (part-time)
· Revisions to the specifications of parking garage elevators to include security cameras
The amendment is in the amount of $197,329.00 and will increase the contract value to $427,929.00.
ISSUE:
This ordinance authorizes an amendment to a professional service agreement for the Aviation Department. This action continues the City Council's policy of improving technology and enhancing safety at the San Antonio International Airport.
ALTERNATIVES:
City Council could direct staff to issue a new solicitation for these services. However, the re-issue would result in the delay the delivery of these projects while a new solicitation is developed and released.
FISCAL IMPACT:
This is a one-time expenditure of $197,329.00.00 and funded with Airport Improvement and Contingency funds. Of this amount, $87,019.00, is estimated to be reimbursed by the ASP. This action will amend the Aviation Capital Budget and appropriate funds.
RECOMMENDATION:
Staff recommends the authorization of an amendment to the professional services agreement with Faith Group at the San Antonio International Airport.
