Briefing and possible action on the meeting schedule and format of the Housing Commission as well as Policy and Infrastructure, Housing Bond and Funding, and Resident Retention subcommittees
SUMMARY:
This item will include a staff briefing and possible Commission action on the meeting schedule and format of the Housing Commission as well as Policy and Infrastructure, Housing Bond and Funding, and Resident Retention subcommittees.
BACKGROUND INFORMATION:
On October 27, 2015 the Housing Commission established and assigned members to three (3) subcommittees that meet monthly as needed to assist in fulfilling the tasks outlined for the Commission in the FY 2016 Work Plan.
The Policy and Infrastructure Subcommittee includes seven (7) members from the Housing Commission: Jennifer Gonzalez (Chair), Jim Bailey (Vice Chair), Carol Rodriguez, Noah Garcia, Natalie Griffith, Rod Radle, and Mu Son Chi.
The Housing Bond and Funding Subcommittee includes seven (7) members from the Housing Commission: Jennifer Gonzalez (Chair), Gil Piette (Vice Chair), Debra Guerrero, Jackie Gorman, Richard Milk, Rod Radle, and Mu Son Chi.
The Resident Retention Subcommittee includes five (5) members from the Housing Commission: Jennifer Gonzalez (Chair), Natalie Griffith (Vice Chair), Jackie Gorman, Carol Rodriguez, and Richard Milk.
Subcommittee meetings are held in between Commission meetings according to the schedule below:

ISSUE:
The Housing Commission may choose to evaluate its schedule and subcommittee structure periodically to determine whether adjustments are appropriate to better accomplish the tasks laid out in the annual Work Plan. Adjustments may include changes to the Housing Commission meeting schedule, schedule adjustments to the subcommittees, membership changes to the subcommittees, or structural changes to the subcommittees, up to, and including, dissolution.
Staff recommends that the Housing Commission consider the following two (2) adjustments in order to improve efficiency of its activities and to reduce burden on Commission members:
1. The Housing Commission will meet ten (10) times annually. No meetings would be scheduled for December and July.
2. The Resident Retention Subcommittee will be dissolved, and their work functions moved to the Policy and Infrastructure Subcommittee. The Housing Bond and Funding Subcommittee would continue as scheduled.
ALTERNATIVES:
The Housing Commission may elect not to take action on the recommended adjustments to the Commission and subcommittees.

None
RECOMMENDATION:
Staff recommends that the Housing Commission take action to reduce the annual number of Commission meetings and to dissolve the Resident Retention Subcommittee.
