Piedras Pipe Rehabilitation Project
SUMMARY:
An Ordinance for the Piedras Storm Water Pipe Rehabilitation Project, authorizing a ratification, payable to Quadex, LLC in an amount not to exceed $770,000.00 and appropriating funds from the Storm Water Operating Fund Balance, located in Council District 7.
BACKGROUND INFORMATION:
Project Background
The Transportation & Capital Improvements Department was notified of a sinkhole on the afternoon of Thursday, June 2, 2016. TCI crews immediately responded to the site to investigate a potential cause. There was an existing underground drainage pipe in the vicinity of the sinkhole and TCI determined an 80 foot section of 72-inch corrugated metal pipe located within a drainage easement at 4100 Piedras had collapsed and created an approximate 10 foot deep void in the grassy easement.
Due to this situation, TCI was responsible to replace the collapsed section of pipe, as well as rehabilitate the remaining portion of the pipe, to prevent any further collapses and preserving and protecting the public’s health and safety.
Procurement of Services
According to Chapter 252.022 of the Texas Local Government Code, the requirement to solicit contracts for the purchase of goods or services does not apply to an expenditure for a procurement necessary to preserve or protect the public health or safety of the municipality’s residents. As a result of this exemption, this contract is excluded from the scope and application of the Small Business Economic Development Advocacy (SBEDA) Program.
Additionally, due to the urgent circumstance and construction methods required for the project, Quadex, LLC was selected to provide design and construction services, which includes a concrete spray application (known as “spin cast”) for the rehabilitation of the pipe. Neither in-house crews nor available on-call contractors can perform this type of application.
ISSUE:
This ordinance authorizes an emergency contract for the construction of the Piedras Drive Pipe Rehabilitation Project, located in Council District 7, payable to Quadex, LLC in an amount not to exceed $770,000.00 and appropriating funds from the Storm Water Operating Fund Balance.
The Piedras Drive Pipe Rehabilitation Project included design engineering, removal and replacement of the existing asphalt and curb, replacement of 80 feet of corrugated metal pipe, and the application of Quadex, LLC Lining Systems GeoKrete Liner was placed on 870 feet of pipe to reinforce the pipe as well as prevent future erosion. Project construction began on June 17, 2016 and was completed by August 16, 2016.
ALTERNATIVES:
Due to this calamity, TCI was responsible to replace the collapsed section of pipe, as well as rehabilitate the remaining portion of the pipe, to prevent any further collapses and preserving and protecting the public’s health and safety.
FISCAL IMPACT:
This is a one-time capital improvement expenditure for an amount not to exceed $770,000.00, payable to Quadex, LLC. from the Storm Water Operating Fund Balance. Funds will be appropriated to complete the project.
RECOMMENDATION:
Staff recommends approval of this ordinance accepting the emergency contract for an amount not to exceed $770,000, payable to Quadex, LLC, for the design and construction of the Piedras Drive Pipe Rehabilitation Project.
